Jammu & Kashmir: It sounds ridicules to point finger towards somebody’s surname. But after going through the saga of one of the character of this story no one hesitates to accept this sketch as truth. Story goes like this, in Technical Education Department, (TED), One Abdul Rashid Sheikh was employed as supervisor twenty years back. He was instantly promoted for only reason as Superintend ITI, Poonch.

This was the stage where he recognized power of his surname and started thinking big as usually big and influential people think to. His first six was noticed by officials of his department and the common masses when they came to know that ‘Sheikh’ as DDO has withdrawn GP Fund of all the employees working under him and digested the same without any fear of rule and law, sources in department said.

It was Basharat Dar, the Director technical education who investigated and confirmed the bungle masterly executed by none other than ‘Sheikh’ and reverted him to Supervisor post in year 2000. Even the entry of event was marked on his services book. According to government rule book only parent departments can promote the employee but being specially qualified ‘Sheikh’ managed promotion after promotion that too in Rural Development Department, finally, reached back to TED in 2007 as Technical Officer, which never ever existed in the department, suitability aware source informed. It for the last seven years he neither has been transferred nor has been promoted which raise questions among brains of officials of the department and also to those people knowing him very closely.

Anyhow, question mark on the department is that despite not submitting his service book and original LPC, collected by him personally, though it is to be submitted under official cover ‘Sheikh’ managed to get salaries upto November 2011, sources said adding that even passing one year and four months ‘Sheikh’ has failed to produce vital documents for official use.

It is worth to mention that an employee being without salary for more than one and half year is not only enjoying life with full leisure but also owns a house in Sidra locality which costs in crores, added sources. It is only possible for a smuggler, dacoit, owner of a big business house, film star, big politician and for a top level criminal but an employee without salary also is probable only if he is qualified, experienced, influenced and ‘Sheikh’.
