Leh,January 26 (Scoop News) – Like other parts of the country, the 63rd Republic Day celebrated at Leh with great enthusiasm and gaiety. The Chief Executive Councilor, LAHDC, Leh Shri Rigzin Spalbar unfurled the National Tricolour and took salute at an impressive parade at Leh Polo-ground where nearly 10,000 people drawn from all walks of life attended the main function braving biting cold.

CEC said that 2011 was a crucial year for the LAHDC to pull out Leh from the rubble of flash flood in which, he said “ we have achieved a lot particularly the reclamation of more than 600 hectares of agriculture land of the people along with other important developmental projects”. He credited the administration headed by the Deputy Commissioner Tsering Angchok for registering remarkable achievements in every sector during 2011. To ensure much better achievements during the working season of 2012 , Spalbar urged the HODs to take all necessary preparatory measures during the winter months so that Leh district could enable for best use of summer season for development.
Giving examples of good achievement in road and communication during last year, the CEC mentioned about completion of 30 KM of black topping, 61 KM of mettling , 43 KM of Shingling and opening of 32 KM fair weather road in the district.
Spalbar also mentioned last year’s excellent tourist season in Leh in which 1,79,000 tourists including 32,000 foreigners have visited Leh immensely benefited in boosting the local’s economy. He said that Council is doing hard to ensure maximum tourism related benefits to the rural people by creating tourist infrastructures and up-grading the skill of rural people in tourist management.
Indicating further promotion in tourism sector, Spalbar said that there are few mega projects worth Rs: 160.00 crore of Ministry of Tourism presently under active progress in Leh saying that Leh would witness more concrete promotion in tourism sector shortly.
Mentioning about the 13 mammoth projects under Centrally sponsored schemes such as 13th Finance, BADP, NABARD, Task Force, IAY etc, CEC said that works worth Rs: 210.00 crore are currently going on in a speedier way in the district. In this context, Spalbar on behalf of the people of Ladakh extended gratitude to the Prime Minister of India, Dr. Manmohan Singh, UPA Chairperson, Sonia Gandhi, Chief Minister, Omer Abdullah and Tourism Minister Nawang Rigzin Jora for their generosity towards Ladakh.
Spalbar said that LAHDC with a view to fulfill the developmental aspirations of the people and to lead the region towards progress and prosperity, has formulated a Vision Document “Ladakh-2025” in 2004-05 but it was somehow delayed to implement. Now the Council is fully determined for rigorously implement on it in its letter and spirit, adding that all necessary planning has been developed with hard efforts by the Executive Councilors, Councilors, HoDs under the leadership of DC, Leh.
Terming the education as base for all development, Spalbar said that LAHDC in its policy decision initiated all necessary measures for launching pre-primary schooling system in all Govt. schools from 1st March 2012. In this regard, he sought cooperation from all sections of the society particularly from the Panchayats to achieve the goal.
The CEC once again cautioned not to tolerate any form of corruption in the district saying that everyone should extend their support with the administration in rooting out the menace of corruption if exist somewhere in the district.
The Executive Councilor Agriculture Sonam Dorjey, Executive Councilor. Health Dr. Sonam Wangchok, Executive Councilor, Tourism Gyurmet Dorje, Executive Councilor CAPD, Gh. Abbas Abidi, the Councilors of LAHDC, DC, Leh, Tsering Angchok, SSP, Vivek Gupta, Addl. SP, Stanzin Norboo, heads of Political parties, religious organizations and district officers were also present on the occasion .
To mark the occasion, a scintillating cultural programme was presented by the school children, Information Deptt., Cultural Academy and All India Radio, Leh.
Earlier, the CEC has awarded the dedicated and sincere officials, individuals and NGOs for their outstanding performance in different fields. The Chief Guest also gave away prizes to the position holders of March Past and Cultural Program.
Early this morning, the Chief Executive Councilor has also hoisted the National Flag at Council Secretariat where all the Executive Councilors, Councilors and DC, Leh was present.
