According to an official document show to BBC through anonymous sources say that Vincent Otti who is supposed to be the second in command of the LRA was shot dead on October 2 at the home of Joseph Kony. Joseph Kony is the current leader of the LRA. The group previously insisted that Mr. Otti was alive and under house arrest.
The International Criminal Court wants Mr. Otti tried for war crimes that arose from the twenty-year insurgency caused by the LRA. The briefing was based on witness testimony. It explains that Mr. Otti arrived at Mr. Kony’s home to find it surrounded by the leader’s personal guards.
The briefing explains that Mr. Otti sensed something was wrong and phoned Mr. Kony who assured that everything was well. He went inside the house to be met by a group of senior commanders.
One of the officers aimed a pistol at Mr. Otti saying that he was under arrest according to the briefing. Afterwards, Mr. Otti was stripped of his shirt, bound, and blindfolded. It says he was shot begging for his life.
The briefing said that Mr. Kony told the assembled officers that indiscipline would not be tolerated.
The rumors of his death have spread since October. But the LRA has denied the rumors.
In November, Norbert Mao, a politician and peace negotiator from north Uganda said to BBC that he talked to Mr. Kony. Mr. Kony had denied killing Mr. Otti. Both Mr. Kony and Mr. Otti are two of the four LRA commanders wanted by the ICC.
Currently, Mr. Kony is hiding in the Democratic Republic of Congo.
The group is notorious for mutilating victims along as kidnapping children to be soldiers, porters, and sex slaves.
At the moment, the LRA has been given an ultimatum by Uganda’s President Yoweri Museveni that they must sign a peace deal by the end of January. If not, the war will resume.
