Mamata Banerjee was sworn in as the first woman chief minister of West Bengal heading a TMC-Indian National Conggress alliance government, ending the 34 years rule by Communist Party of India (Marxist)-led Left Front on Friday (May 20).The oath of office and secrecy to Mamata was administered by Governor M K Narayanan on the Raj Bhawan (Governor House) lawns at 1:01pm local time.The swearing-in took place in the presence of 3200 invitees drawn from among the top names in politics, business and art and culture.
Along with Mamata, thirty seven other ministers took the oath. The CPM leaders Biman Bose, former chief minister Buddhadeb Bhattacahraya, along with a number of Left Front leaders were present at the swearing-in ceremony. The Union Home Minister P Chidambaram and Union Finance Minister Pranab Mukherjee was also present.After the swearing-in she walked down to the Writers’ Buildings (Bengal’s power centre0 from the Governor’s House through a large crowd.
The Constitution of India provides for the establishment of the o parliamentary form of government both at the Centre and in the states. Like the Prime Minister, the Chief Minister is a real functionary. He or she occupies an unique position in the Indian Constitution. According to Article 163(1) of the Indian Constitution, there will be a Council of Ministers with the Chief Minister at the head to advise the Governor in the exercise of his or her functions.
