A 19-year-old Kashmiri Pandit student of Dr Rajendra Prasad Medical College, Tanda, near Kangra in Himachal Pradesh died on Sunday night after being allegedly beaten severely by a group of senior studentson Saturday. Meanwhile A magisterial probe was on Tuesday ordered by the Himachal Pradesh government into the shocking death of a teenaged medicine student after being allegedly ragged by his seniors who face charges of culpable homicide
19 year old Aman Satya Kachru who passed out of DPS International in Delhi and was a resident of Gurgaon, originally hailed from Kashmir breathed his last on Sunday night in a local Hospital. His family is based in Gurgaon. The last rites and cremation of Aman Satya Kachru were performed on Tuesday morning at the Lodhi Road Crematorium in New Delhi. Hundreds of family and friends bid a tearful adieu to the departed soul. Among others who attended the cremation mourning was, Neelam Katara who lost her own son Nitish Katara, 8 years ago at the hands of criminals. She demanded an immediate stern action against the accused and a stop to ragging. A shocked family of the teenaged medical student, today said the boy was subjected to immense violence and demanded action against the medical college where he was studying.
Police have registered cases under Section 304 of the IPC and Section 3 of the Prohibition of Ragging Ordinance against four students, two of whom — Ajay Verma and Naveen Verma — were arrested on Monday morning. A hunt is on for the two other students, Abhinav Verma and Mukul Sharma, Deputy Superintendent of Police, Kangra, Omapati Jamwal, said.
The autopsy showed Aman had died of head injuries, Kangra Superintendent of Police Atul Fulzele said. The autopsy report had not, however, been formally submitted to him yet, the SP said.
In a complaint lodged with college authorities on Sunday, Aman named all four seniors. He said they were drunk, and had slapped, kicked and punched him. It is learnt that several other first-year students were also ragged that night, and 13 of them have submitted written complaints to the college authorities.
All four students have been expelled from the college, Principal Dr S Sankhyan said. Hostel warden Dr Pradeep Bansal, manager Deepak Verma and a security guard on duty that night have been suspended. The Principal has accepted moral responsibility for the tragedy, and offered to resign.

The magisterial inquiry will look in detail the cause of death of the student Aman Kachroo and also fix role and responsibility of the involved people in the unfortunate incident, Health Minister Rajeev Bindal said.
Based on the report of the probe and that of autopsy of the deceased student, stern action would be taken, he said.
A new Principal would also be appointed in Dr Rajendra Prasad Government Medical College, where the incident took place, today itself replacing Suresh Sankhayan, who has offered to resign in the wake of the shocking incident, Principal Secretary, Health Deepak Sanan said.

“It is a shocking incident and there are unanswered questions surrounding this most unfortunate killing. The college needs to be held responsible for this dastardly act by its students inside its premises”, said Aditya Raj Kaul, a senior member of Roots in Kashmir, who has initiated campaigns in the past for Priyadarshini Mattoo, Jessica Lall and Nitesh Katara cases.
“We demand a high level probe from the Himachal Pradesh Government and an immediate action against those involved in the torturous killing of this innocent youth.” he added.
Among a slew of directions issued by the Supreme Court to stamp out ragging, many were aimed at making educational institutions directly responsible for acting against the culprits. These included mandatory registration of FIRs by the institutions whenever a ragging incident comes to light. ‘In this particular incident no such directions were followed, and instead the murderers were given free hand to escape as the institution itself remained as a mute spectator hours into the crime.”
In 2007, senior supreme court judge, Justice Arijit Pasayat had said in a ruling, “The punishment "should be exemplary and justifiably harsh to stop recurrence of the ugly incidents". In accordance with the law and the recent ruling we demand harshest punishment to the accused and their immediate conviction which sets a positive trend.
The delay and usual lack of action from the local administration and the college has caused a deep hurt and anguish to the family, relative and friends of Aman Satya Kachru. A question hanging in the air is that why the R K Raghavan committee report which has Supreme Courts ruling was not followed by the said medical college.
The meeting of Panun Kashmir Movement (PKM) also condemned the gruesome killing of Aman Kachroo, a medical student of Himachal Pradesh College at Tanda who became a victim of ragging by his senior college students. The government should leave no stone unturned in bringing the cultprits to justice immediately and due compensation may be paid to his family.
