Jammu, April 18 (Scoop News) – Treasuries are the face of the Finance Department and Treasury Officers are the ambassadors of the department having close liaison with the general public said J&K Minister for Finance and Ladakh Affairs Abdul Rahim Rather.
Rather was addressing 6th joint review meeting of the Treasuries of Jammu Province, New Delhi, Mumbai and Civil Secretariat. He said the Treasury Officer should understand their duties and responsibilities and perform well.
The Minister laid stress upon strict enforcement of Financial Discipline and proper maintenance of the essential treasury records and registers.
He asked the Treasury Officers to work with responsibility and behave properly with the people coming to treasuries for drawal and disbursing of money. He reiterated the complimentary observation of Principal Accountant General that a visible change in enforcement of financial discipline has taken place after the Government headed by Omar Abdullah took over the reins of the State governance. He said 114 Treasuries of the State would be computerized by March 2011, for which a time-bound programme stands issued by Finance Department.
Threadbare discussions were held with regard to various issues included audit, monitoring and cash management, condition of red accounts, issuance of permanent pension account number in favour of the employees appointed from January Ist, 2010 and issuance of General Provident Fund Schedules.
Briefing the meeting, the Commissioner/Secretary, Finance, Sudhanshu Pandey said that a conference of Accountant Generals was held in Delhi where in the participants lauded the process of enforcement of Finance Discipline in J&K State.
Director General, Accounts and Treasuries Wali Mohammad Bhat in his key note address informed the meeting that 38 excess cash balance paras have been dropped by the Accountant General’s Office in the intervening period. 18 stamps condo nation Para’s are also expected to be dropped, thereby leaving 793 Para’s in respect of all treasuries.
Among others, Deputy Accountant General, J&K S. L. Bhan, Director, Fund Organization, Ghulam Nabi Bhat, Director , Audit and Inspections M. I. Khandey and all Treasury Officers of Jammu division attended the meeting.
