Replying to a question by T. Namgyal, the Revenue Minister said that it is a fact that Ladakh is geographically a large area of the State and during winter season, the roads leading to Kargil and Leh normally remain closed for traffic due to heavy snow fall and landslides.
He said keeping in view the topography and geography of the area, the State Government has established Hill Development Councils in the region to prepare the developmental plans and oversee their implementations.

Bloeria Commission report to be implemented soon: Sagar
Minister for Rural Development and Panchayati Raj Ali Mohammad Sagar has said that Bloeria Commission Report for creation of new administrative units which also includes setting up of new blocks in the State is under examination by the Revenue Department adding that after receiving the report from the Revenue Department, the Government would implement the recommendations of the Commission. He hoped that these recommendations would be implemented this year.
Replying to the supplementaries raised by several members on the main question by Abdul Gani Malik today in the House, the Rural Development Minister said that Government has already regularized 22 additional blocks in the State. He however, said that the recommendations of Bloeria Commission for creation of new blocks in the State would be implemented after approval of Cabinet.
The Minister informed the House that at present there are 63 NES blocks having more than 30 Panchayats.
Abdul Haq, G. M Saroori, Qamar Ali Akhoon, Prof Garu Ram, Javid Ahmed Dar, Yashpul Kundal, Jugal Kishore, A. R. Veeri, Ch. Zulfikar Ali, Syed Bashir Ahmed and Aijaz Ahmed Jan raised supplementaries on the main question and demanded early implementation of Bloeria Commission Report for establishment of new blocks in their constituencies.
