Addressing half a dozen public meetings in Nagrota Constituency at Ragoda, Jagti, Baida, Dhammi, Barsu and Jindrah, the Chief Minister said that formulation and implementation of schemes and monitoring of expenditures at Panchayat level by the elected representatives would not only improve the governance but help restrict malpractices and misappropriation to a grater extend. “When power will be in the hands of people they would take care of making best use of funds”, he said.
He said that the comprehensive development programme launched by his government during the last two years for holistic progress in all areas would get necessary fillip by the Panchayat Raj.
Minister for Forests, Mian Altaf Ahmad, Political Advisor to the Chief Minister, Devendar Singh Rana and Provincial President, Rattan Lal Gupta were accompanying the Chief Minister who during his day long tour of the constituency also interacted with the people, inspected works and got first hand appraisal of the problems.
Laying stress on the participation of women candidates in the ensuing Panchayat Elections, Omar Abdullah asked them to take the advantage of 33 percent reservation fixed for women in Panchayat Elections in the State. He said this would enable women empowerment and their involvement in the policy plan framework at gross roots.
The Chief Minister said that universalization of education and health services in the backward rural areas was essential in pulling the poor people above the poverty line and enhancing their avenues of employment and social justice. He said equitable development policy of the government would only be successful when the areas hitherto left behind in the development process are developed at par with other areas.
Omar Abdullah said that road connectivity in these areas was being focused to generate economic activities and upgrade public service infrastructure. “While due attention is being paid to provide protected drinking water in these areas, equal attention is on power supply improvement”, he said adding that the State was on the road of all round development.
The Chief Minister enumerated works under execution in Nagrota Constituency and said that Rs. 16.50 crores bridge would be constructed on Jindrah-Sangad road to link it with Surensar and open the area for larger economic activities. He said that Rs. 1.19 crores water supply scheme, Rs. 4 crores Chadali and Rs. 3 crores Baba Dev bridges were being completed on accelerated pace.
On the demand of the area for posting Urdu Teachers in Government Schools, the Chief Minister said that he would ask the Education Minister to make urgent survey of such schools were the Urdu Teachers were required so that immediate steps would be taken to fill up the vacancies. He said Urdu is the official language of the State and its nurturing was essential with the development of other languages.
Omar Abdullah also said that the revival of mobile schools for Gujjar and Bakerwal population was in offing and necessary formula is being worked out in this regard. He said we would also look into the aspect of engaging local girls as ASHA workers so that they would help in basic health aid and awareness programmes.
Addressing the meetings, the Minister for Forests asked the people to be aware of the elements bent upon to disturb the communal amity in the State. He said some forces want to divide the people in the name of religion and region. “They want to splitJammu, Kashmir and Ladakh regions but we have always worked for the unity and integrity of
Mian Altaf highlighted the issues confronting the Gujjar and Bakerwal population in the constituency living in far-off and hilly areas. He lauded the Chief Minister’s efforts in reaching out the people in all areas and of all sections of the society in the development process.
Provincial President National Conference, Rattan Lal Gupta and local public representatives also spoke on the occasion.
