Jammu, April 20 (Scoop News)- National Conference on Monday assailed the New Recruitment Policy of the PDP-BJP Government in Jammu and Kashmir, saying it is fraught with several infirmities with regard to the element of transparency and future of those employed on contractual basis.
“While credibility in the process of selection shall remain a big question mark, the temporary nature of appointments with rider of seven years satisfactory performance for regularisation is bound to result in uncertainty of those appointed”, senior party leaders said in a joint statement after holding the meeting of National Conference District Rajouri at Sher-e-Kashmir Bhavan here this morning.
“It is an anti-youth policy, which has potential of jeopradising the career of unemployed educated, as those appointed will always feel sword hanging over them”, the NC leaders said and warned the government not to test the patience of youngsters. They wondered as to who will testify the satisfactory performance of appointees before regularising them.
The party leaders asked if performance of some of the contractual appointees appointed under the so-called new policy is found unsatisfactory, will the incumbents be thrown out. If so, what shall be the future of such youth, some of whom might turn over-age by that time, they said adding this ambiguity will give a lever in the hands of officers, who may exploit the youth and force them to work on their whims and fantasies.
The National Conference leaders expressed surprise over devising this policy, saying when a well defined process of recruitment is in place, why should the PDP-BJP government resort to short cuts. This is bound to raise certain questions in the public mind about recruitment being politicised at the cost of youngsters’ career. “This process will open a Pandora Box which will give rise to corruption, nepotism and favouritism”, they said and demanded immediate roll back of the policy.
They described the policy as anti-youth saying instead of solving the problem of vexed unemployment the new mechanism will make it more complex. They asked the government to initiate a process of fast track recruitment by gearing up the recruitment agencies like Public Service Commission and State Subordinate Services Board. They recalled the policy approved and adopted by the Omar led government and said it was aimed at regularizing those appointed after five years probation.
The National Conference leaders described the decision of the State Cabinet with regard to new employment process as arbitrary and against the interests of educated unemployed. While seeking its roll back, the leaders said National Conference will assume its responsibility as the main opposition and the custodian of public interest and fight tooth and nail till the Cabinet decision is reversed. “Under the garb of expeditious recruitment to vacant posts, the coalition government is politicizing the entire process, which is unacceptable”, they maintained.
