Vijaypur (Samba),December 15, (Scoop News)- Observing that there is no room for cynicism regarding promise of Aam Adami Party (AAP) to institutionalize transparency in system, patron of the Peoples Democratic Party (PDP) Mufti Mohammad Sayeed today said that with a sincere leadership, strong political will and clear vision, it is not impossible to rectify the system. Addressing a mammoth public meeting at Vijaypur, which was organised by Sarpanch Vijay Choudhary Bawa, Mufti reminded that PDP had proved how to deliver a good, effective and pro-people governance in the State. “With just 16 MLAs in its kitty, PDP had scripted a new chapter of peace, reconciliation and development in the the history of Jammu and Kashmir”, he said and added that PDP through its vision and commitment has changed political discourse of Jammu and Kashmir. Recalling the circumstances in J&K post 2002 Assembly elections, Mufti said PDP, like AAP now, had introduced a new moral factor in the politics of J&K. “We had taken about a month to form coalition government with Congress and others but not before formulation a comprehensive Common Minimum Programme (CMP) which emphasized on the resolution of the Kashmir problem, restoration of the dignity of the people and setting a new developmental era in Jammu and Kashmir”, he said and added that we had not shown any unholy hesitation to form the government which even necessitated brief spell of Governor rule in the state. “After formation of the government, the coalition even delivered more then what the manifestos of Congress and PDP had promised”, he recalled, adding, “seizure around the state began to lift and new chapter of friendship in India Pakistan relations was written with the initiatives of the then Prime Minister Atal Behari Vajpayee”. He mentioned that PDP was running a coalition with Congress but it was result of the conviction and sincerity of the state government that the then BJP led NDA regime at Centre had provided all possible assistance for the development of Jammu and Kashmir during that period. Referring towards the ongoing nation wide campaign against corruption, Mufti said that at national level the Jan Lok Pal is still being debated but the PDP-Congress Government had constituted State Accountability Commission (AAC), similar to Jan Lok Pal way back in 2003. Similarly the RTI Act was passed by the State legislature in 2004 where as at the national level RTI law was passed in 2005.
He further mentioned that direct cash transfer scheme started by the UPA government recently was earlier introduced by the then PDP-Congress government in the year 2003. “We had started the scheme to send money orders to the beneficiaries of various welfarist schemes”, he recalled. Coming down heavily on government headed by National Conference, he said, “it is unfortunate that the present has diluted this institutions like SAC and RTI”. “Instead of taking some effective steps, in view of the nationwide camping against corruption, the present dispensation has eroded sanctity of such institutions to safeguard their vested interests”, he said. Mufti said that establishing transparency in public life was the centre point of governance for the PDP. “We had provided a government that delivered on all every fronts with the same administrative tools that are available to the present government which had made a mess of every process and institutions pushing the people into miseries”, he observed. “People of the State are aware about the performance of different parties and they need no sermons on how to elect a government that provides effective and honest a Pointing towards moral force behind the arrival of AAP as a serious centre of power in the capital, Mufti said, it is this moral feature of the new post elections scenario in Delhi that second largest party in the Assembly is setting the conditions. “This is not unprecedented in the democratic history of the county but the way Delhi politics is getting centre space in the media it could be trend setters and help the people of this country in electing a government which is in touch with the problems and offer solutions”, he said and added that like PDP which has been emerged as alternative of National Conference and Congress in J&K, AAP has emerged as alternative of BJP and Congress in Delhi. “PDP is the only alternative before the people of Jammu and Kashmir because agenda of this party is formulated by accommodating aspirations of all sections of the society”, he said and sought support for party candidate Yash Pal Sharma for Jammu-Poonch Lok Sabha seat, Responding to the demands of the local people, he said that his party would take up the issue of granting tehsil status to Ramgarh and opening of Degree college at Vijaypur. Rangil Singh, T S Bajwa, Yashpal Sharma, Ved Mahajan, Arshad Malik, Daman Bhasin, Hamid Choudhary, Nizamuddin Khatana, Hussain Ali Wafa, Deepinder Kour, Surjeet Kour, Maj Gen (Retd) R S Jamwal, Suram Singh, Pawan Dev Singh, Rajinder Singh Manhas, Ashok Jogi, Bharat Choudhary, Yashpal Sharma of Vijaypur, Dr Harmesh Singh Slathia, Digvijay Singh, Jatinder Bhat, Kuldeep Verma, Chander Slathia, Saleem Alam, Sukhdev Singh Tinku, Amreek Singh Reen, Soni Sharma, Bacchan Lal, Sardar Surinder Singh, Madan Choudhary, Jarnail Singh, Ram Parshad Kalandaria, Anita Devi, Ved Parkash, Satpal Charak, Mahesh Manyal, Capt Anil Gour, Sunny Sangral, Madan Chalotra, Parveen Singh Katal, Haji Taj Khan and others also spoke on the occasion.
