Manila – In a rare case involving the country’s top criminal investigation agency, patterned after the US Federal Bureau of Investigation, the Philippine Secretary of Justice, Leila Delima, relieved the director of the National Bureau of Investigation.
Matangol Gatdula, according to media reports broadcast on television, "The Dept of Justice panel made recommendations for the filing of administrative and criminal charges versus the NBI director himself who, based on testimony, had personal knowledge of the crime," said Sec. de Lima told reporters at a briefing.
Gatdula was handpicked by President Aquino. The director was trained by the US Federal Bureau of Investigation and a graduate of the elite Philippine Military Acadamy. He was a decorated officer when he served in the police force and later at the Bureau.
The victim, backed by the Japanese embassy officials, testified before a justice department panel. "NBI agents detained a Japanese woman, Noriyo Ohara, she was in the Philippines illegally," Sec. Delima, said the findings of her DOJ panel revealed that the NBI personnel allegedly extorted six million pesos, roughly $135,000, in exchange for the woman’s release.
DeLima claims that Director Gatdula knew about the detention of Ms Ohara, who had fled to the Philippines and overstayed fleeing from the Yakuza or Japanese Mafia.
Delima also claimed that those involved in the NBI allegedly created a cover-up investigation with false information on the status of Ms. Ohara’s case and destroyed information allegedly about her presence in the NBI custody.
