Srinagar, December 17 (Scoop News) – “The quick and practical implementation of first phase of Rangrajan report under which one lac youths are required to be trained within 5 years, is a very positive step to reduce the scale of unemployment in the State” said Omar Abdullah, Chief Minister J&K State while launching the first phase of Project Himayat in the convocation center of Kashmir University where 1059 youths were provided on spot employment orders for working in reputed private companies in the State and outside. He expressed his happiness that at least this report of Rangarajan was effectively translated into reality as compared to other previous such reports and recommendations.
The Union Minister for Rural development and Panchayati Raj Jai Ram Ramesh , Chairman , Economic Advisory Council to Prime Minister, C Rangarajan, Minister for Rural Development and Panchyatiraj, J&K State, Ali Mohammad Sagar, Minister of State for Rural Development, Mr Ajaz Ahmed Khan, Vice Chancellor, Kashmir University, Talat Ahmed and Senior Officers of Union and State were present on the occasion.
The Chief Minister, Omar Abdullah said that economy of our Country started growing only 20 years before, but unfortunately our State particularly Kashmir valley was not able to take full benefit of liberalization of economy as a result of turmoil adding it was only license raj and establishment of some public sector units which were considered the signs of progress and our state was not able to take full benefit of those scheme also. However, when Information Technology revolution started throughout the globe, all eyes were on the valley of Kashmir, which was considered at that time ideal and suitable place for establishment of information Technology infrastructure and the turmoil in the State shattered all such visions
Omar said that now time has come to take full advantage of all developmental schemes which will enable us not only to provide employment to our youth but also accelerate economic, industrial and trade activity in the State. He said it is a globally established fact, that the Govt. cannot be sole employer and we have to create opportunities for employability through private sector. At Present State is facing the burden of Rs.14.50 thousand crores on account of salaries and pensions of the employees, while we are still striving for creating more job opportunities at Government level but At the same time the role of private sector is very pivotal at present
The Chief Minister said that at present the State is entering in a new phase of economical progress and in order to augment its speed it is the responsibility of all to create conducive atmosphere which is necessary for sustained progress. He expressed happiness that under project Himayat maximum youth are able to get respectable placements in the State and outside. He advised all those youth who were able to get their placement today to work with full zeal, enthusiasm and devotion. He also said it is responsibility of monitoring agencies who have deputed our youth outside State for placements to ensure that they are treated with dignity.
The Chief Minister appealed to all concerned that they should desist the idea of suspicion and mistrust about the people from Kashmir. He said that he has already send letters to the Chief Ministers of the different States, that Kashmiries should not be treated with suspicion and they responded positively The Chief Minister also quoted the couplet of Mehjoor, and said that we all have to rebuild this garden of paradise again jointly so that its fragrance is spread throughout globe and people also look towards Kashmir as paradise on earth once again.
Speaking on this occasion, Jai Ram Ramesh complemented the state government and its machinery for their full cooperation in making the project success. Jai Ram Remesh announced that apart from project Himayat under which the youth below 10th standard are able to get training, another project ‘Udaan” is being also launched for the graduate and above level youth under which 40,000 youth will be trained in next five years. He said under the project Himayat Café Cofee Day, V-Mart, Bajaj Alliance, Airtel Call Centers, Best Price(Bharti Walmart) and other Companies have played a key role for the success of the project. He also said that on 30th June 2012, another mega programme will be launched where 2000 youths will be provided jobs after completion of skill development. He also hoped that State Government will support for providing hostel and lodging facilities. He suggested to Rangarajan that schemes may further be formulated for providing incentives to those companies who will come forward to provide jobs under Himayat Project.
The Minister expressed satisfaction over the performance of IL&FS and DB tech who have trained the youth in different skill developmental crafts.
He also said that a web site under Himayat project will be launched soon so that all the newly placed candidates can easily interact themselves and get valuable information under the scheme.
Rangarajan, Economic advisor to Prime Minister said the basic idea for launching this prestigious project Himayat through Rural development Department Govt. of India was to ensure the development of skill, self confidence and sense of self reliance among the youth both from urban and rural areas. He said this scheme shall empower youth through quality training programs and subsequently placements in reputed companies. The scheme has also given a practical shape to the concept of public and private partnership which yielded encouraging results, he added.
