Jammu, May 29 (Scoop News) – Panun Kashmir (PK) said that the return and rehabilitation policy for former terrorists in Pakistan occupied Kashmir(POK) has formally opened illegal floodgates for Pakistani citizens to settle in Indian territory forever as first class citizens of the country.
Ashwani Chrungoo, president of Panun Kashmir was addressing a press conference at Jammu. Prof. M.L.Raina, Chairman, Political Affairs Committee, Virender Raina, National Spokesperson, J.L.Kaul, Vice President and Upinder Kaul, General Secretary was also present in the press conference.
The leaders of PK said that Government of Jammu and Kashmir formulated a Policy for rehabilitation of the so-called former terrorists who had crossed over to POK/Pakistan for training in terrorism between 1989 and 2009. This policy was implemented by the State government in ‘concurrence’ with the government of India immediately after its announcement.
While expressing serious concern over the Rehabilitation Policy, they said that this Policy would ultimately lead to the reversal of all the gains achieved by the security forces over the years in Jammu and Kashmir State. This policy has assumed alarming proportions in so far as its execution on the ground by the state is concerned.
PK leaders said that under this policy, three entry points — JCP Wagah-Attari (Punjab), Chakan-da-Bagh and Salamabad crossings (J-K) and Indira Gandhi International Airport (New Delhi) had been identified for the return of former terrorists.
They alleged that the “Procedure” given in the “Policy” adopted by the government in the year 2010 for rehabilitation has been given a complete good-bye by allowing the ‘returnees’ to adopt Nepal route.
PK asked that why the governments allowed illegal arrival of the former terrorists.
It has not only put the Policy for rehabilitation into the dustbin but has also allowed illegal immigration from Nepal to India. This is a clear case of not only ‘illegal Immigration’ but also of ‘illegal trafficking’ to which the government of India is either a silent spectator or has some tacit understanding with the J&K government, they alleged.
Terming the settlement of the surrendered militants as illegitimate, PK leaders said what Government has thought about West Pakistan and PoK refugees whose problem is unsettled for last 66 years.Accusing the State Government of being directly involved in settlement of these refugees they said that these people were involved in 1989 violence and waging a war against the nation.
They said that this policy has the potential to ultimately negate all the gains achieved in the control of terrorism in the state over these years. As such, this Policy and Procedure for Return of former terrorists to Jammu and Kashmir State is highly questionable, and the situation demands that all the concerned respond in an urgent and appropriate manner in the overall national interest.
