Rejoinder to Pak Resolution by the people of J&K

Jammu, March 16 (Scoop News) -Reacting strongly and without reservation the Supremo of J&K National Panthers Party, Prof. Bhim Singh strongly rebutted the resolution (demand) of the Assembly of Pakistan shedding crocodile’s tears on the so-called atrocities against the Kashmiries saying forcefully that the people of J&K were and have been the principal victims of Pakistan government and the army right since 1947.

Questioning the sincerity of the Members of the National Assembly of Pakistan demanding, “India should stop brutal actions against the Kashmiries”, the Panthers Party Supremo accused Pakistani government and its army for the continuous acts of terrorism, attacks and invasions against the people of J&K right since 1947.

He reminded Pakistani Assembly that it was Pakistan which attacked us (J&K) on 20th October, 1947 after signing the ‘no-war pact’ with the Govt. of J&K. It was Pakistan which committed brutalities and tortured the people of J&K in Muzaffrabad, Uri, Kotli, Poonch, Mirpur killing hundreds of thousands of innocent civilians.

The NPP leader reminded the Parliament of Pakistan which has been shouting loud at the top of its voice asking for the implementation of UN Resolutions for the resolution of J&K so-called problem created by the illegal occupation of our territory by Pakistan, that it was Pakistan which defied the mandate of UN Resolution of 13th August, 1948 asking Pakistan to withdraw its all armed forces from the occupied areas of J&K. The UN had directed Pakistan to withdraw its civilian settlers from the occupied areas which included entire POK (Azad Kashmir) and Gilgit-Baltistan region. Pakistan violated UN ceasefire along the LoC by capturing Gilgit and Baltistan after signing the ceasefire accord along the LoC. Besides, it was Pakistan which invaded in J&K in 1965 which resulted into a full-fledged war. The Govt. of Pakistan signed Tashkent Agreement in 1966 yet betrayed India by refusing to implement the accord. It was Pakistan which signed the Simla Agreement in 1972 agreeing to seek peaceful resolution of all the problems existing between India and Pakistan. The Pakistani military rulers executed the Pakistan Prime Minister, Zulfiqar Ali Bhutto without trial instead. The Simla Agreement was frustrated by the rulers of Pakistan. It was Pakistan which attacked Kargil in 1999 instead of implementing the UN Resolution dated 13th August, 1948. 

Prof. Bhim Singh said that the resolution adopted unanimously by the Parliament of India on February 22, 1994 had made it clear that (a) the state of J&K has been, is and shall be integral part of India and any attempts to separate it from the rest of the country will be resisted by all necessary means; (b) India has the will and capacity to firmly counter all designs against its unity, sovereignty and territorial integrity, (c) India demands that Pakistan must vacate the areas of the Indian state of J&K which it has occupied through aggression and resolve that; (d) all attempts to interfere in the internal affairs of India will be met resolutely. 

This resolution was finalized under the supervision of the then Prime Minister of India, Shri P.V. Narasimha Rao. Prof. Bhim Singh was also one of the consultants in the matter. Prof. Bhim Singh regretted that Parliament of India in 2013 had to pass another resolution saying, “The House rejects interference in the internal affairs of India and calls upon the National Assembly of Pakistan to desist from such acts of support for extremist and terrorist elements.”  
Prof. Bhim Singh wondered why the Parliament of India could not add one more sentence saying, “That the Parliament of India is fully empowered to make any legislation for any of the provinces of India including that of the State of J&K.” The Parliament of India has to settle this artificial issue created by a proviso in Article 370 that no law on J&K could be enacted without the concurrence of the Govt. of J&K. What the people of this country should expect from a government (J&K) which is not prepared even to condemn the brutal murder of the serving security personnels or even is not prepared to condole their martyrdom. The Parliament of India should not leave any opportunity for the Parliament to pass another resolution in futility. “The right answer for the resolution of the present situation created in J&K shall be that Parliament empowers itself to legislate on J&K. Reorganization of the State and holding free and fair elections to the Legislative Assembly is the call of the nation which should not be ignored at this juncture in the interest of the security, sovereignty and integrity of the entire nation”, warned Prof. Bhim Singh.
