This was stated by Minister in reply to a question by Mr Basharat Ahmad Bukhari in the Legislative Assembly here today.
The Minister said that conservation of Surinsar-Mansar wet land in Jammu and Tsomoriri wet land in Ladakh have been included in Prime Minister’s reconstruction Package for seeking financial assistance. He said the management plans for conservation of these wetlands have been considered by Union Ministry of Environment and Forests to be funded from 2008-09 at a cost of Rs 3 crore and Rs 4.20 crore respectively.
Giving details about the protection and conservation of water-bodies in the state, the minister said that seven wetlands Wullar, Tsomoriri, Tsigul Tso ,Chushul, Marshes, Hokersar, Mansar-Surinsar, Ranjeet Sagar, Pangong Tsar have been already been identified under the national wetland conservation and management programme for financial assistance by the Centre.
The Minister said that in addition 6 wetlands Gharana Hygam, Mirgund, Shallabugh, Chushul and Hanely wetlands have been recently brought under National Wetland Conservation and Management Programme by the Centre.
MLA legislator MR Rafi Mir called for concerted efforts to conserve water bodies in view of their prime role in being potential tourist attractions.
Govt encourages private entrepreneurship: Slathia
Minister for Industries & Commerce, Mr. S.S. Slathia has said that Government is encouraging private entrepreneurship by providing incentives and financial assistance to the unit holders besides technical knowhow under State and Central schemes launched for industrial promotion in the State.
This was stated by Minister while replying to the supplementaries raised by several legislators on the main question by Mr. Abdul Majid Wani in the Legislative Assembly here today.
Replying to the main question regarding establishment of industrial estates in erstwhile district Doda, the Minister said two industrial estates at Dandi Bhaderwah and Sangrambhata Kishtwar are functional in erstwhile district. He said 62 kanals of land identified for setting up of Beoli Doda Industrial estate after settlement of land acquisition necessary work would be taken up, adding new areas are being identified to set up mini industrial estates in backward areas of the district subject to availability of appropriate land.
The Minister informed the House about the details of State, Central incentives available for prospective industrialists, which include single window clearance system, 100% subsidy on purchase of new diesel generating sets upto a maximum of Rs 25 lakh per unit, 30% subsidy on pollution control equipment upto a maximum of Rs 20 lakh per unit, 5% refund of interest paid on term loan for technocrats, special incentive for brand promotion and modernization, toll tax exemption on import of raw material and export of finished products, VAR reimbursement on local purchase of raw material to SSI units, stamp duty exemption, CST exemption on sale of finished goods outside the State, land and power at confessional rates, 75% subsidy on research and development under State Government industrial policy.
Mr. Slathia said under Centre package, the incentives include 15% subsidy on capital investment on plant and machinery for MSME units established after January 2011, this has been increased to 30% subject to maximum of Rs 3 crore per unit, 3% interest subsidy on working capital, 100% subsidy on insurance cover for industrial units, 90% transport subsidy, refund of central excise duty paid on value and income tax holiday.
The Minister also gave constituency wise details of beneficiaries under PMEGP of erstwhile Doda district. He said the State Government has given 5 leases in favour of applicants for extraction of Gypsum in Doda. Prospecting licenses have also been granted to 2 applicants for exploration and investigation of minerals, he added. He said the Gpysum extracted by leases is used as raw material by industrial units. The JK Minerals Limited has extracted 0.4 million tonnes (Approx) of Gypsum through open cast mining after blasting the gypsum rocks and manual loading, he maintained.
The Minister said the green felling in the State has been banned in compliance of the orders of the Supreme Court, adding only dry standing/fallen trees are removed from the forests under its standing orders, he added.

R.Veeri, Peer Afaq, Ch Rafiq Hussain and Syed Bashir Ahmad raised the supplementaries and highlighted the demands for development of industries in their constituencies.
Committee constituted to examine damage of potato crop in Gurez: Qamar
The Minister for Consumer Affairs and Public Distribution, Mr. Qamar Ali Akhoon today informed the House that on the instructions of Chief Minister a committee of officers was constituted to examine the extent of damages caused to the crops especially potato due to incessant rains in Gurez.
The Minister said that in this regard District Development Commissioner, Bandipora has submitted the recommendation of the committee. He said the matter also came up for discussion during the review meeting of the DDB Bandipora on December 2010.

Kargil Fund Office computerized: Rather
Minister for Finance, Mr. A.R. Rather has said that online connectivity of Fund Office Kargil is going to be taken up in phase-III; adding the said Fund Office stands already computerized and the data of current year would be made available on website after closing of accounts for the year 2009-10.
