The Minister was speaking at the inaugural function of 3-day Regional Judicial Conference on “Enhancing Quality of Adjudication” (EQA) organized in collaboration with the
Justice F.M. Ibrahim Kalifullah, Justice Varinder Singh, Justice H.I. Hussain, Justice J.P.Singh, Justice Yoaqoob Mir of JK High Court, Prof. Ghohan Iqpal from North Zonal Judicial Academy, Secretary Law, G. H.Tantray, Vice Chancellor, Jammu University, Varun Sahni, Advocate General, M.I. Qadri Retired Judges, Additional Advocate Generals and judicial officers from various states were present.
Various senior judges of the High Court, Advocate General, Secretary Law, senior Additional Advocate Generals and other senior officers of judiciary and legal fraternity were present.
Sagar said that the faith which a common citizen of the country has reposed in the judiciary is putting new challenges and responsibilities to it. The justice delivery system has to keep pace with the changing socio-economic patterns but within the legal framework, he said and maintained that it has also to keep pace with new legislations which are coming in wake of the changes in socio-economic profile.
The Minister said “systems and mechanisms are to be evolved to set standards of justice and make it people-friendly which can be defined, measures and monitored in a systematic manner”. He said that core values of the institution of delivery are having a tendency to get swayed and if corrective steps are not taken it can erode the credibility of the system.
While complimenting the organizers for holding such conferences, the Minister said that these serve as platforms to share the ideas, knowledge, best practices and experiences between judicial officers from every part of the country. This can facilitate in arriving at a consensus and delineate a proper direction for setting standard framework for enhancing the quality of adjudication.
G. Mohan while presenting welcome address briefed the gathering about the activities of the Academy and aims of the EQA Conference in detail.
First puisine Judge J&K High Court, F. M. Ibrahim Kalifullah while addressing the audience said that such type of conference are vital in improving the delivery system and time management is very crucial in the present scenario where there are 30 lakh case pending in various State High Courts and nearly 263 lakh cases in Subordinate Courts. We have to achieve best quality as well as quantizing and this can only be possible if all the wings of judicial system work collectively.

Later in the day, Justice Sidharath Mridal of Delhi High Court delivered lecture on ‘National frame work of Court excellence” and educated the delegates about the topic in length. Other presentions include identification of key challenges facing judiciary in enhancing the quality of adjudication, overview of National framework of enhancing Public Trust and Confidence in courts in the discharge of the constitutional mediate by the North Zonal Judicial Academy.
