Jammu & Kashmir: The worse fears of the people of Jammu and Kashmir with regards to overlapping of powers and responsibilities of the MLAs and recently elected panches and sarpanches have started coming true with reports of ego clashes between the stakeholders reaching even the Roznamchas police stations as FIRs.
In a recent incident, on September 10 last, The Sarpanch and the Panches of Bain Panchayat arrived at a function at Mandir Dushalla (SSA), in Chaneni, where Member of Legislative Assembly (MLA) Chanani, K. C Bhagat was supposed to inaugurate a school building. Just as the inauguration ceremony was likely to begin, Panchyat members and commoners objected to inauguration of the building alleging that the building was unsafe. The ego clashes between the two sides soon inflated to a state which necessitated intervention of police, following which panches charged the SHO of bias.
While SHO lodged an FIR (92/2011-us-447 A, 434 RPC and 2/3(Public Property Demage)) against Thakur Rakesh Chand Anthal Sarpanch Panchayat Bain for ransacking the government property including name plate to be installed by legislaturethe panchayat representatives alleged that, SHO, Chaneni and his men harassed and humiliated Sarpanch and the panches in general public to appease the local MLA. " Police cannot behave in such a manner with democratically elected members of basic institutions" the Sarpanch said. It is pertinent to mention here that the Chenani Assembly constituency is represented by KL Bhagat, a Congress candidate while the Sarpanch and panches of Bain had affiliations with the BJP.
Chief Minister Omar Abdullah who has recently released first installment of power in favour of newly elected panches and Sarpanches has himself expressed apprehensions of such clash of interest between the elected representatives after the panchayat elections.
