Jammu, December 06 (Scoop News) – J&K Government today issued guidelines approved in a high level meeting regarding winter schooling state that all the government and private High and Higher Secondary schools of Kashmir valley will remain open during winter, all elementary schools including elementary classes attached with the high and higher secondary schools will observe winter vacation along with the teaching personnel, however the teaching staff of the elementary schools needed for teaching at high and higher secondary stage shall be retained on need basis by the head of institution.

The functioning of private schools during the winter for high and higher secondary classes is mandatory. The management shall have to make necessary/requisite arrangements in this regard. The teaching personnel involved with the teaching of students during the period shall be entitled for one month’s earned leave as is applicable to non-vocational employees for which the heads of the institutions concerned will make necessary entries in their service records duly countersigned by the respective Chief Education Officers.
Plus two subject Lecturers presently working on academic arrangements will continue to work till winter schooling continues. This will however not confer any right to them for permanent absorption or continuation in the department.
The Chief Education Officers of the respective districts will ensure effective heating arrangements in all the high and higher secondary schools in their respective jurisdiction after observing all codal formalities/procedures.
The funds for heating arrangements as per the norms will be provided by the concerned CEOs to the Heads of Institutions well in time.
Principal SIE Srinagar will be responsible for imparting necessary ten days training to the teaching personnel through concerned DIETs/SIE and will develop special capsule course for outgoing class 12th students.
The monitoring committees constituted at Zonal, district and divisional level shall also monitor the functioning of schools during winter for which the respective CEOs and Principals DIETs will be personally responsible.
The Head of the Institution will make the necessary minor repairs like seepage, replacement of broken glass panes, windows wherever needed for which funds have been provided by the government.
