Jammu, November 20(Scoop News)- Citing Intelligence reports, BJP National Executive Member & J&K Chief Spokesperson Dr Jitendra Singh said here today, there is enough evidence indicating a shifting trend in Pakistan sponsored terrorist strategy coupled with resurrection of Hizbul Mujahideen (HM) which was, of late, increasingly being seen as a spent force in Jammu & Kashmir after neutralization of its senior leadership following a series of successful operations by the security forces. Not only are new tactics being tried to target security forces but the ISI has worked out a systematic plan to “instigate communal strife through planted rumours and provoke civilian outrage by inducing retaliation from targeted security personnel”, he cautioned.
As any trained military mind would bear out, said Dr Jitendra Singh, ambushes are a difficult offensive manoeuvre to execute and therefore, the proficiency with which the terrorists have been springing successful ambushes in recent months should be seen as a substantial tactical gain for them. The subsequent escape of terrorists from the site after executing their assigned task only reinforces the assessment of their renewed skills, he added.
Dr Jitendra Singh pointed out, the selection by militants of targets close to National Highway, both in case of Kashmir as well as in case of Jammu, reinforces the vulnerability of existing lines of transport and communication as a result of revised strategy of Pak agencies like the ISI to attempt paralysing the key “arteries” in the state. Coupled with hi-tech communication skills like VOIP, this poses an ominous threat, especially when elections are round the corner, he warned.
Dr Jitendra Singh observed, even the chief minister of J&K, who had been all along harping on the theme of withdrawal or “partial” withdrawal of Armed Forces Special Powers Act (AFSPA),seems to have suddenly gone quiet after being made to realize the error of his motivated judgement. A series of recent incidents have clearly vindicated apprehensions expressed in case of selective revoking of AFSPA from certain areas, as advocated earlier by the chief minister, he said.
According to Dr Jitendra Singh, a relative peace has been established in J&K is a result of sustained efforts of the central machinery and much more importantly because of the people of J&K. The re-surging trend of violence, therefore, needs to be curtailed through a well coordinated and intelligence based operations to ensure that the ongoing efforts to bring peace do not get squandered, he suggested.
