Party leaders remarks on budget session
Jammu, April 1 (Scoop News) – Speaker, Legislative Assembly, Mohammad Akbar Lone today adjourned the House sine-die in exercise of powers conferred to him under Rule-16 of Procedure and Conduct of Business.
Earlier, giving details about the Business transacted in the House during the Budget Session, the Speaker said the Assembly Secretariat received a total of 1093 questions including 604 Starred and 489 un-starred questions. He said 997 questions were listed for Business, adding that 158 starred questions were raised whereas 96 questions were disallowed. He said about 22 hours time was utilized on Question Hour, adding that 255 issues were raised during Zero Hour.
Lone said during the sessions, 16 Bills were received and passed whereas 58 private Members Bills were received by the Assembly Secretariat, out of which one Bill was taken up and introduced and 10 Bills disallowed. In addition, 108 Calling Attention Notices were received, out of which 48 notices were taken up and 17 notices disallowed, Lone added.
He said two resolutions were also taken up in the House against 84 admitted resolutions, adding that 25 resolutions were disallowed. He said the Assembly Secretariat also received 3721 cut-motions, of which 2685 motions were taken up and 1035 disallowed.
Lone said that a total of 134 hours of time was consumed for the entire budget session, adding that 14.10 hours was consumed by National Conference party on discussion on motion of thanks on Governors Address, General Discussion on Budget and Discussion on Demands for Grants for the year 2011-12 whereas congress party consumed 9.15 hours, PDP 17 hours, BJP 6 hours, JKNPP 4.30 hours, others 7.15 hours.
The Speaker thanked the media, Assembly Secretariat, Information, Police and other concerned departments for their strong support and coordination in running the House smoothly. He also thanked Chief Secretary and General Administration department for promptly implementing directions passed by the House on various matters raised by the members from time to time.
Earlier, Leaders of various political parties participated in the motion of thanks and appreciated the Speaker for conducting the proceedings smoothly in a democratic manner. They thanked Speaker for accommodating various members for raising issues of public interest in the House.

Jammu April 01- Speaking on the conclusion of budget session, the leader of opposition, Ms Mehbooba Mufti praised the contribution of legislators in the proceedings of the assembly. She said the opposition supported some bills whereas it recorded its opposition for some legislation, which in its view was not in the interest of public. The overall atmosphere during the session was good, she said, adding for the first time balance was struck within the mainstream politics.
Ms Mehbooba said debates and discourses that took place in the Assembly were healthy, which she termed good omen for vibrant democratic system. She said opposition was given due space and accommodation in the proceedings.
Terming the Assembly as a powerful institution and an asset, she said its credibility has been restored over the years, which is sending a good message outside.
The Leader of opposition said in view of limited resources of the State, Government should ensure their judicious distribution to garner support of opposition. She thanked media for unbiased coverage of the Assembly proceedings.
BJP Legislature Party leader, Prof Chaman Lal Gupta said that legislators brought to the notice of Government various public centric issues, expecting their appropriate redressal. He stressed on better governance to benefit the people, adding no vested interest should come up in the governance of the State.
He said Government is a trustee and accordingly it should honour the trust given to it by the people. He called for joint efforts to restore peace in Kashmir, which he said was cradle of stability.
Panther Party Legislature leader, Harshdev Singh termed the session as one of the best sessions in the legislative history of the State. He expected that the government will resolve the issues brought to its notice by the members during the session.
He said differences did crop up on certain issues, which he said is a part of democracy. He said no member has anything personal in the House, adding whatever they speak should be construed as reflection of public voice.
Harshdev Singh called for implementing the assurances held out by Government in the House from time to time to dispense justice to the people. He called for enforcing accountability in the system so that peace and progress flourish in the State. He said opposition would support the Government for its good work whereas it will continue to pinpoint its shortcomings.
CPI (M) Legislator, M.Y Tarigami said session induced new lease of life into our democratic system. He said people are the fountain head of power in a democratic system and to strengthen it further we must enforce accountability. “More debates guarantee vibrant democratic system”, he said, adding the House represents autonomous voice of Jammu and Kashmir.
He said different geographical regions, cultures and languages reflect State’s unique beauty, the preservation of which is responsibility of all. “We should focus on area of agreement like the issues concerning BPL population in all regions and areas of the State”.
He called upon the Chief Minister to steer the State out of morass through big initiatives in the collective interest of the State for which he said every legislator would extend helping hand. He also thanked the media for its efficient reporting
JSM legislator, Ashwani Kumar Sharma called for enhancing CDF of legislators, which he said will benefit the people of the State directly. He thanked the media for its balanced coverage.
Among others, Ch Mohammad Ramzan of NC, Abdul Majid Wani of Congress and independent MLA, Er Abdul Rashid also spoke on the motion.
