SRI LANKA – ALLEGED CONFLICT OF INTERESTS SERIOUSLY COMPROMISE NSA MENON’S AND UN NAMBIAR’S ROLES?
Though NSA Menon hyped up that the recent visit to Colombo of a high powered team was primarily to find a political solution to the Tamil problem, but the hidden agenda for both Delhi and Colombo was to hijack the UN’s ‘crimes against humanity’ initiatives to save those implicated in the crimes (Narayanan and Menon included) to appease SL. NSA Menon was in the team with M’kal Narayanan visiting Colombo in May 2009 whose announced mission then was also the mysterious political solution and most importantly to ensure that SL caused minimum civilian casualties in the final days of the war in 2009. However their hidden agenda was to destroy the Tamil resistance (LTTE) to deprive the SL genocide victims of the saviors of their lives. The Narayanan/Menon plotting went miserably wrong to cause the horrendous Mullivaykkal massacres the subject of UN’s crimes against humanity initiatives.
Once LTTE was decisively destroyed, and the news of the Mullivaykal massacres surfaced Gothabhaya Rajapakse scurried to associate Delhi (that ‘supports (SL) whenever the need arose’ – if necessary even to share in a major massacre guilt)) with the massacre using his ‘in the loop’ logic that the Delhi visitors (Narayanan/Menon) played a role in the conduct of the SL war causing the massacre. According to Colombo, the Delhi team prodded SL to launch the all out assault though its RAW planes’ over flight intelligence pointed to the presence of civilians in massive numbers in the assault zone. The Delhi team’s prodding was to deliver an electoral advantage in TN for Congress; the lives of the tens of thousands entrapped civilians in the Narayanan conceived ‘no fire zone’ was the least of its concern.
Initially, information on the scale of the Mullivaykkal was scanty and the Delhi team’s indifference to the Tamilian casualties passed off unnoticed. When the gravity of the massacre gradually dawned Colombo rushed to drag in, the ‘in the loop’ Delhi team to carry a share of the massacre guilt on the basis that the ‘no fire zone’ was the brain child of M’kal Narayanan and that he prodded the assault though his RAW intelligence pointed clearly to massive presence of civilians in the ‘no fire zone’. The ‘no fire zone’ was a military tactic that Narayanan introduced to SL then to inflict maximum casualties on the enemy regardless of whether they were resistance cadres or civilians. For maximum impact Narayanan reportedly encouraged using this (‘no fire zone’) battle field tactic to entice the cadres and civilians both fearing death and trusting the ‘no fire zone’ announcement to rush in, in massive numbers into the small ‘no fire zone’ to receive the lethal fire power SL unleashed.
The fear of shared guilt drives both Delhi (to this day) and Colombo to continue to deny that any massacre killings occurred in Mullivaykal with Delhi supporting the UNHRC May 2009 resolution congratulating SL for defeating the LTTE sadistically ignoring the tragedy of the horrific massacre. A serious conflict of interest interfered with policy formulation in Delhi in which Narayanan and Menon were involved. Colombo benefitted when Narayanan/Menon acted to save them diluting SL being solely implicated in UN crimes initiatives. To allow the conflict of interest factor to have effect, Colombo cleverly linked the ‘in the loop’ Delhi team with its devastating ‘no fire zone’ military tactic and overlooking RAW’s overflight intelligence on civilians in that zone to invoke the shared guilt leverage to extract Delhi’s tacit support for SL’s policies post May 2009. Colombo exploited Delhi’s weakness to play truant over the 13th Amendment that Delhi promised to deliver to buy TN support for its pro SL policies once the LTTE was defeated. In a blatant breach of trust in post May 2009, SL accelerated its genocide to colonise the Tamil homelands in SL with Sinhalese settlements under the guise of setting up military cantonments populated with Sinhalese. An entrapped Delhi meekly pleaded with SL, lavishing favours after favours on a world renowned killer nation conferring distinguished guest status on its President at the Commonwealth Games and other functions. These failed to work with the Sinhala leaders intoxicated with a triumphalism mindset to deliver Delhi rebuff after rebuff; a reward for the meekness Delhi showed.
When the ‘expert panel’ report inimical to Colombo’s interest was released Delhi grabbed the opportunity to convey its displeasure over SL’s attitude post May 2009. Basil Rajapakse visited India apparently to solicit Delhi’s support over the ‘panel’ report but no Indian official was available to see him. He returned empty handed. A much nastier message was delivered when Mahinda went for the Cricket Final in Bombay and there wasn’t the customary fanfare to greet him. Delhi’s communications turned more assertive, post ‘expert panel’ report. In April/May 2011 there was the UN’s ‘expert panel’ report, the 2G Scam and the electoral defeat of the Congress led UPA in TN following which Delhi began to show some reticence in joining Colombo in condemning the ‘expert panel’ report. These signals to Colombo were too ominous that it decided to counter attack by releasing more details on its ‘in the loop’ weapon to apply harsher screws on Delhi. Gothabhaya realized that the effect of the original ‘in the loop’ lever had lost its political relevance after the severe electoral losses the Congress suffered in the TN elections in May 2011; to offset that he dropped a bigger bombshell that shook the UPA establishment and the Keralite Narayanan/Menon/Nambiar mafia.
Following these, an abrasive Gothabhaya decided to act to bring a vulnerable Delhi to its senses; vulnerable on account Delhi’s ‘in the loop’ team’s role in the conduct of the war against the LTTE. To breathe more vigor into the ‘in the loop’ lever Gothabhaya used his ‘Defeating Terrorism’ a China sponsored seminar as platform to go into specifics ‘Lanka informed India of every step’.. .two senior officials…kept in regular contact…These had continuous discussions ‘….’India could directly influence the military campaign in Sri Lanka’. These alarmed the ‘in the loop’ Narayanan and Menon who acted fast to pressure Delhi to announce a high powered Indian team visit to appease Colombo. The stranglehold of the ‘Keralite mafia’ duo in Delhi is still far too strong; perhaps the two acted after getting Delhi’s nod then for the Mullivaykal massacre. Colombo stern message worked fast and the team’s Colombo visit was too brief; the result though paltry sounded the deathnell for the UN crimes against humanity initiative. Eelam Tamils looked up to this UN crimes umbrella for protection against Sinhala massacres. Delhi again betrayed Eelam Tamils by joining in efforts to take away that UN umbrella. Conflict of interest to save Narayanan/Menon from being implicated in the war crimes compelled Delhi to place at risk the lives of over a million Eelam Tamils under threat from the Delhi blessed SL genocide.
Menon faithfully followed M’kal Narayanan ritual seeking the blessings of TN Chief Minister before his Colombo visit this time claiming again to get SL to commit to a political solution but the hidden agenda was to assist in stalling any progress in UN’s ‘crimes against humanity’ project. The only impediment delaying the completion of the SL genocide is the pressure of the international community calling for UN crimes proceedings against those who committed the genocide crimes. Graphic media images (Channel 4) of the crimes that stir the conscience of humanity caused Ban to act despite the obstructionist tactics of a Namibiar (a member of the Keralite mafia) that Delhi/Colombo planted in the UN. His success in was in delaying Ban’s efforts to prevent the Mullivaykkal massacres, only to produce an ‘expert panel’ to recommend follow up UN action on SL’s crimes against humanity’. Stalling UN action with an ‘expert panel’ for over two years since the infamous Mullivaykkal massacres is a remarkable contribution by the UN Nambiar to its patrons, Colombo and Delhi. UN Nambiar’s brother another Nambiar is the advisor to the SL armed forces that stand accused as perpetrators of the crimes UN is pursuing. Universal professional standards of conduct disapprove of professionals involving in roles where serious conflict of interest obstructs them in the discharge of their duties professionally. In this case the Nambiar brothers blatantly continue to act questionably one on behalf of the accusing UN and the other for the accused, SL. Analysts point to UN Nambiar indirectly through his brother advising SL on how to frustrate UN crimes moves. This conduct approximates to trading in inside information a punishable crime in most professions.
Visiting diaspora managed to smuggle out details of the SL genocide crimes and the vibrant international media especially Channel 4 exposing the brutality of SL genocide crimes relayed regularly for the benefit of international viewers is an extra-ordinary service to humanity; Channel 4’s mission is to discourage the culture of genocide brutality afflicting the world. World opinion against SL has hardened to an extent that the prospect of the crimes against humanity going away is remote, Delhi or no Delhi. The strong winds of change blowing strongly across the world is being felt in India as well that opinion both media and at the political level is urging a change of policy in Indo-SL relations. CM Jeyalalitha and media pieces are forthright in urging Delhi to support UN’s crimes against humanity’ initiatives.
Surianarayanan’s recent piece “Sri Lanka” Myths and Realities in SAAG argues vigourously for such a change. The message to stop appeasing genocide SL is re-enforced by the voice of the people who delivered a massive defeat the Congress in TN. The trophy evidence on SL’s crimes that Channel 4 is relaying once it reaches the vast majority of dharmic Indians especially TN Tamilians will bring about the changes in political persuations that will re-shape Delhi’s Indo-SL policies in a direction far from comfortable for Colombo. This may then persuade Colombo into giving up attempting to brow beat Delhi much further to pander to its whims and fancies. In this changed environment for the misfit NSA Shiv Shankar Menon’s appeasement of SL role will have no place; it will show up as a grave mistake and harmful to the interest of India.
