The Rajapakses’ impunity now extends to obstructing with threats the implementation of the key ‘reconciliation’ components in the LLRC report that the UNHRC adopted in March 2012. The Tamils are being warned against supporting any devolution package be it the Delhi sponsored 13 Amendment plus or any other. Given the Rajapakses’ track record in deception the desperate plea of the Tamils to the International Community (IC) and UN agencies is to act/intervene swiftly and firmly to avoid far more severe turmoils than the Mullivaykkal massacres should SL embark on Chanpika’s massacre threat.
The 1974 agreement between India and Sri Lanka (SL) signed in 1974 that supposedly ceded Kachchativu enjoys a treaty status. Likewise the Indo-SL Accord signed by India and SL in 1987 incorporating the 13 Amendment also has a treaty status. SL is reneging on the enforceable 13 Amendment Accord threatening the Tamils with many more Mulivaykkal massacres if they supported Delhi on the 13 Amendment as a devolution measure. In an affront to India this act amounts to SL abrogating the 1987 Indo-SL Accord. More importantly the critical ‘in the loop’ support that Delhi extended to SL that delivered SL victory against the Tamil insurgency (or LTTE) was on condition that SL implements the Accord. The Rajapakses may gloat that by reneging on the Accord/13 Amendment SL is retaliating for Delhi voting against SL on the UNHRC March 2012 resolution. The 13 Amendment devolution proposals also featured in discussions with other IC players both in pre- and post May 2009.
The outrageous ‘many more Mullivaykkal massacres’ threat of Champika shows total disrespect of civilized norms that the IC holds as sacred for a civil world order. Does Champika expect that the IC would remain as passive observers over Champika’s massive massacres threats endangering the lives of a section of humanity? UN agencies’ role to protect a peaceful world order is also obliged to honestly act to stop such man made calamities. The IC including India had valid reasons for applying pressure on SL to address the core issue in the Sinhala/Tamil conflict, namely devolution. The IC/UN Agencies now fully aware of the level to which SL leaders stoop to in outwitting the IC to escape accountability has to act swiftly to prevent more massacres of the Tamils on Champika’s scale. SL relishes its May 2009 massacre for its effectiveness in ethnic cleansing and altering the demographic/ethnic composition of SL in favour of the Sinhalas and leaving a trail of sufferings…
Graphic images (Channel 4) not public then (May 2009) now in the public domain reveal the impunity the Rajapakses showed when they committed the Mullivaykkal massacres including perverse human rights crimes against the Tamils. The Rajapakses held out to the world that they were fighting the awesome terrorism of the LTTE as a humanitarian endeavor only to defeat the LTTE. This turned out to be empty words when that instead of reducing Sinhala racial hatred and further acts of brutality against the Tamils, in fact the Rajapakses hatred of the Tamils increased several fold following the March 2012 UNHRC resolution to openly threaten with far more massive Mullivaykkal massacres to retaliate for the UNHRC resolution; a rude and defiant UNHRC stance.
The Tamils fully aware that only the IC could save Tamils lives totally rely on them for keeping the Rajapakses crimes in check. The reaction of the Rajapakses to IC’s initiatives and the March 2012 UNHRC resolution to hold the Rajapakses accountable for the Mullivaykkal massacres and other rampant human rights abuses on the Tamils instead of deterring has increased SL ‘s savage revenge lust to act with greater impunity and ferocity. Would the IC and UN agencies react passively to more gruesome acts of the Rajapakses types holding the world’s civil society to ransom?
The IC could have acted better had it not been for a few powerful bureaucrats in the UN who covertly shielded the Rajapakses instead of fulfilling their trusteeship roles under the UN charter protecting the victims of SL genocide. The partisan acts of these few key UN officials (Ban/Nambiar) like the South Block bureaucrats in Delhi lied blatantly on the numbers killed (7000 instead of the grave 40 000) in Mullivaykkal to mislead the IC into not acting swiftly against the Rajapakses when they were committing the killing crimes. The Rajapakses /Narayanan’s dubious ‘no fire zone’ tactic trapped concentrations of Tamil civilians into a narrow belt for the SL frontline army and well armed SL Deep Penetration Units (DPUs) operating within the ‘no fire zone’ (that Rajapakse admits) to direct heavy fire power to cause the massive Mulivaykkal massacre. UN Nambiiar lent his UN position in the planned murder of the surrendering insurgent leaders by passing a phony message on SL’s behalf to them to move slowly forward holding the white flags towards the SL front lines to surrender safely . This was treachery; and Nambiar holding such a high UN position colludes in SL’s murders. Ban overlooks though Nambiar was an accessory to a grievous crime that qualifies for an investigation by the independent ICC.
The Inner City Press probing such mis demeanors is being harassed for exposing the key UN officials covertly breaching ethical standards and abdicating their UN charter obligations. The UN office was operating in typical Rajapakse style. The officers colluded with the Rajapakses in misleading the IC into not acting fast enough to prevent the massacres in Mullivaykkal. The misfortune /tragedy for the Tamils was the questionable conduct of Ban and his officials who hijacked the UN body from not acting at all or far too late to avoid the catastrophic human tragedy that occurred in May 2009. Posterity is sure to rank Ban and company in the disgusting lowest quartile on professionalism compared to the pre-eminent respect member nations still have for Kofi Annan.
The errant UN officials though fully aware of the crimes of SL encouraged the Rajapakses to vehemently deny any part in the massacres and the white flag murders to escape their accountability for the crimes and sabotaging the efforts of honourable sections of the UN officialdom to bring the Rajapakses to account for heinous crimes against humanity. Aren’t these acts of the key UN bureaucrats encouraging enough for the Rajapakses to show more impunity even after the March 2012 UNHRC Resolution?
The much boasted ‘reconciliation’ in the UNHRC/LLRC Resolution is totally hollow in content given the forthright statement of Champika (jdslanka.org of 19 Jun) threatening many more of the Mullivaykkal massacres for the Tamils for supporting devolution via the 13 plus amendment. The ‘reconciliation ‘label in the LLRC name is a misleading description considering SL’s dubious commitment to ‘reconciliation’. The ingrained impunity and inhumanity amongst SL leadership earned it remarkable success in its ethnic cleansing which contrasts the IC’s efforts to use the UN to discourage the menace of ethnic cleansing in SL and elsewhere. Any form of protection (in words or deeds) that UN Ban and his nepotic officials give to the Rajapakses is immoral. No wonder the Syrian dictator feels safer with a cleverer Rajapakse around showing him the way to outwit the honest UN officialdom. Are Ban and company truly dedicated or committed to the principles of the UNHRC charter when they obstruct the work of the exemplary UN officials acting through UNHRC to enforce accountability against the world renowned offenders.
Champika’s warning though addressed to the Tamils in effect targets the IC especially Delhi warning them off not to interfere with the Rajapakse plans to expedite SL’s morally indefensible ethnic cleansing to demographically erase the historic reality of the Tamil homelands regardless of the Delhi’s 13 Amendment plus. SL’s ethnic cleansing model is a success story for SL compared to Northern Cyprus, Bangladesh, East Timor, South Sudan and the states born in the after math of genocide in ex-Yugoslavia. SL’s success is outstanding; having halved the number of Tamils in SL since independence. The methods used were the most cruel; mass killings/massacres , criminal use of cluster bombs and mining (not de-mining) to prevent the displaced returning to their own homes (a state crime) dispossession and depriving the livelihood of Tamils, destruction of homes and hospitals , blockades and starving the victims, and unbearable oppression to cause massive displacements involving millions; substantial numbers being forced to flee overseas to emerge as Rajapakses’ most hated diaspora.
Exasperated over the IC’s initiatives through the UNHRC delaying or slowing down SL’s final ethnic cleansing but enthused by the effectiveness of its Mullivaykal massacres in eliminating several tens of thousands of civilian Tamils within the span of few/three days the Rajapakses opted for using ‘Hundred more Mulivaykkal massacres. This will kill another 4 million (40 000 x 100 = 4 million) Tamils in SL: only half that number is still in SL today. Perhaps the Rajapakses have the Diaspora in mind for massacre!
Will Champika’s ‘a hundred more Mullivaykkal massacres’ intimidate the Tamils into total submission and not protest against the accelerated pace of ethnic cleansing today that will present to the UNHRC as a fait accompli the Tamil homelands occupied by Sinhalas. The timing of Champika’s statement is important; the level of anger against SL’s dispossession of Tamil lands to ethnic cleanse the North has left the Tamils with no choise but to resort to protests in large numbers. High handed police action has not deterred the Tamils’ protest so far. The voice of these protests are for the ears of the IC in every corner of the world and for the UN bodies minus Ban and company to move swiftly to act to enforce accountability for SL’s crimes as per the March 2012 resolution.
The success of ethnic cleansing and genocide SL achieved over seven decades is unlikely to be repeated with the fast changes occurring in the international arena; the world now harshly frowns on the growing genocide menace to prevent the Rajapakse type; trend setter to threaten the peace and frivolously consume the lives of innocent civilians. Delhi is unlikely to succumb to SL’s ethnic cleansing hereafter more so after the bitter snubs Rajapakse delivered to several Delhi politicians of standing Sushma Swaraj and Manmohan Singh himself a practice the Rajapakses are most familiar with after years of dealing with the South Block Narayanans, Menons, and Krishnas . Complementing the adverse world trends the declining influence of the South Block in Delhi, with the faithful South Block media also switching support away from SL is not good news to the Rajapakses.
Whilst the IC is moving in the direction to saving the fewer Tamils left in SL, SL is moving fast in the opposite direction, preparing the logistics for faster ethnic cleansing using more Mullivaykkal massacres of Tamils. Though the Tamils are unlikely to fall into Narayanan’s ‘no fire zone’ trap but Champika ‘s ‘hundred more massacres’ ethnic cleansing will target the more densely populated areas to speed up the depopulation of the Tamils. This danger requires the IC and UN agencies to re-act promptly to stop more carnage that is bound to result in more Tamils perishing than ever before. The Tamils have no choice but to live under these monstrous threats that the IC will also no longer tolerate. Government to Sinhalise the Tamil areas needs more military bases to protect the new Sinhala settlers in the Tamil homelands. SL armed forces are intimidating the Tamils into abandoning their homes and most cruel of all is mining those earmarked areas preventing the Tamils from returning to their homes. Rajapakse boastfully claimed that SL’s ‘rehabilitation’ of displaced Tamils is almost complete hiding its mining (not de-mining) activities and not counting displaced Tamils living with relatives and friends making SL’s rehabilitation claim a hollow one. Rajapakses lied here to Indian PM Manmohan Singh in atypical Rajapakse/Sinhala style. How many more Mathagal experiences will bring to light the hollowness of the ‘rehabilitation’ claim of the Rajapakses? The crime of mining of civilian Tamil areas preventing their return constitutes ethnic cleansing/genocide crimes for UN agencies to act.
Hereafter world uproar will not allow a repeat of the 2009 Mullivaykkal massacre but complementary measures of SL impoverishing the Tamils denying them a livelihood, creating starving conditions forcing them to move out to alter the demographics of the region will be resisted by the Tamils. The IC is urged to keep a watch on such crimes by the Rajapakses. The risk for the Tamils is still high with the growing presence of the armed forces in the North and a desperate Champika acting on Kohona Palitha’s ’winner takes all’ slogan deprives Tamils of their livelihood to survive as Tamils in their traditional homelands in SL. SL’s ‘Rehabilitation’ is deeply suspect when army men were found laying mines in areas to be returned to the original inhabitants in the Mathagal area.. These dastardly acts debunks SL’s/Rajapakses’ claim that almost all the displaced Tamils have returned after SL de-mining efforts. More details of such dastardly acts of the SL military establishment will emerge only during ICC proceedings.
Hence the growing politically inspired re-writes of SL history to dispute the reality of the Tamil homelands leads to debates /disputations on the history re-writes exposing the Sinhalisation political agenda behind the revisions. Dr G C Mendis ‘History of Ceylon’ based on the Mahavamsa mythology is still objective history. It accepts Tamil homelands in North SL were ruled by Tamil kings. The anti 13 amendment plus Champika supports Victor Ivan alias Majuwana Kankanamage’s revisionist history that the ‘Tamil homelands’ is a myth’ and hence the irrelevance of the debate about devolution or 13 Amendment. Buddhist stupas are mushrooming across the Tamil homelands to serve as planted archeological evidence that the ‘Tamil homelands’ were thriving Sinhala territory from time immemorial. Another re-write of Rajapakse as a Dutugemune avatar is awaited..
Delhi professed loudly eternal friendship with SL when prominent Sinhala politicians even in pre-LTTE years claimed ‘They are bringing an army from India. It will take 14 hours to come from India. In 14 minutes the blood of every Tamil in the country can be sacrificed to the land by us’ Oxford educated Senior Minister Gamini Dissanayake soon after the 1983 riots. Champika’s threat admitting the May 2009 Mullivaykkal massacres sounds more ominous. The 13 Amendment relied on Pacts that past Sinhala leaders signed with the Tamil leaders providing for devolution of powers for Tamil homelands who never dismissed ‘Tamil homelands’ as conceptual myths.
The accepted position of the IC including Delhi is that given the ‘savagery of the decades long SL genocide, the 13 plus Amendment is …not the best solution unless it is underwritten by Delhi and/or UN mandated bodies…A pre-requisite for the Tamils is SL recognizing that SL is a multi cultural country and has entrenched provisions for minority protection, to ensure that the Rajapakses are not given the space to play truant with the constitution and the lives of innocent civilian Tamils.
