Disturbing Report raises fears of a repeat of Typhoon Parma’s shifting and course changes as the Typhoon Ramil (Lupit) goes into a parked or stationary mode off of the Northern Philippines. Hemmed in by a low pressure area to the south and high pressure area to the North the reports of flooding in the Northern Philippines region of Cagayan and Isabela province as well as Abra and Ilocos regions continue. Albeit, this time with resources pledged and relief supplies and personnel stockpiled and or pre-positioned. DAM Monitoring Report
Reports from the National Disaster and Coordinating council show dam levels are at manageable levels as of 4pm on the twenty third with only four dams reporting to reaching near the spill levels and only two dams sending water downstream.
