I do not understand why people in the bureaucracy down to the rank and file have one common trait: Shameless. The pachyderms (thick skinned government officials and rank and file in the bureaucracy) do their thing in full view of the public who conduct transactions in government buildings which is the center of respect and authority.
The ones who holds power in higher office uses their authority in graft and corruption, transactional crimes, contract manipulations and all dirty tricks that gives them wealth and insidious fame. Their authority is big and goes beyond moral borders which affect all subjects and the country as a whole.
The public display of pachyderms’ misguided authority sends chilling effect to those who disapprove the government’s wrongdoings. Oppositions are either charged in court or summarily executed. The pachyderms are above the law because they control the police, military and the judicial branch of government.
Inside government buildings and offices, the rank and file pachyderms are equally shameless. They use their honorable yet dirty offices to snub, bully and threaten the transacting public. Rules imposed in government edifices are made to ignore by the pachyderms themselves.
Simple rules like “strictly no smoking” are not being followed by smartly dressed pachyderms. They smoked their cigars right on the no smoking lounge and walkways while in office hours, and in public view. Gallivanting pachyderms are marching to and from their offices waiting for time to expire to punch their timecards.
Others busied their selves entertaining hawkers inside their offices instead of facing the queuing public holding papers and documents to be processed. In most cases, red tape is normally applied by telling clients to return the next day, week or month. Damn. This is only part of the many problems that ordinary people usually faces in their government.
This is the kind of bureaucracy that third world countries are facing all year round. The bureaucracy is crowded with shameless pachyderms.
