Between
Tehsil Municipal Administration (TMA) &
Integrated Regional Support Programme (IRSP)
CHITRAL: The Government of NWFP, donors and NGOs have deployed significant funds and resources towards improvement of sanitation. In spite of this, sanitation and hygiene coverage is still very low and the sanitary living conditions are not commensurate with the funds deployed. The result is that a high population of NWFP continues to live with a high-risk sanitary environment.
NWFP does not have sanitation policy for guiding the engagement in the sector; however the Federal Cabinet has recently approved a National Sanitation Policy guideline that advocates for provincial strategies by provinces, community participation, engagement of local NGOs and the adoption of demand responsive approaches to attain Open Defecation Free Society in Pakistan. In building on these National Sanitation Policy guidelines, the draft NWFP sanitation policy seeks to build on the experiences of households in sanitation provision community projects (the Orangi Pilot Project (OPP) and Lodhran Pilot Project (LPP) in Sindh and Punjab the Community Infrastructure Project (CIP) and the Rural Water Supply & Sanitation Project (RWSSP) in NWFP and the CLTS approach in Takht Bhai Mardan) and the new local government system – all of which offers an opportunity to strengthen the accountability of the delivery of high quality sanitation services.
On the basis of draft Provincial sanitation policy Tehsil Municipal Administration (TMA) Chitral passed a resolution in the Tehsil Council meeting dated 12th of August 2008 for adoption of CLTS and allocation of rewards for communities to improve sanitation system in its jurisdiction.
TMA Chitral would like to initiate work on community led total sanitation (CLTS) in all town and villages of Chitral TMA. The TMA has requested for technical services for initiation of CLTS. In this MoU is signed between TMA Chitral, IRSP and CCF.
To declare whole of district Chitral as Sanitize before 30th June 2009.
Main objectives of the MoU are
To declare two Nos of Union Council Open Defecation Free (ODF) before 31st December 2008.
To raise awareness among TMA (functionaries & councilors) and NGOs on CLTS
To build capacity of TMA and NGOs on triggering of CLTS
Roles & responsibilities of Partners:
IRSP – Technical Services: Integrated Regional Support Program (IRSP) Mardan pioneered in Pakistan, initiated CLTS in 2004 in one of the TMA in Mardan and successfully triggered over 100 villages. IRSP will provide technical services in capacity building, assessment, monitoring and certification of open defecation free communities to both the partners.
IRSP will support and guide the partner organizations to properly document all steps and initiatives in planning, implementation, monitoring and follow up. The evaluation report will document by third party to gauge the impact of the program. All reports and documents will be the property of TMA Chitral but IRSP will use these documents for references and record.
TMA Chitral – Coordination & local level Consultation: TMA Chitral will coordinate and consult at the local level with all the stakeholders for smooth flow of activities, involving all Local Support Organization (LSOs) and Chitral Care Foundation (CCF). They will also extend all legal and institutional services in this regard. TMA Chitral will also bring the provincial government on board in this regard and keep them in the loop and informed on the progress & achievement.
LSO/CCF –
Financial Obligation: TMA Chitral, Chitral Care Foundation (CCF) and Local Support Organization would seek funding for baseline survey, identification of community activists, and provision of boarding / lodging for participants during capacity building and triggering of CLTS in local communities. IRSP arrange funding for capacity building, monitoring and certification of ODF communities.
As per Exposure and Study Trips TMA and IRSP jointly work for arrangement of fund for exposure and study trips in side Pakistan and regional level.
TMA Chitral will regularly share the progress of total sanitation program with Provincial, National and International donors working in the field of water & Sanitation for more in depth technical support and guidance.
Showcasing of local experiences TMA & IRSP will jointly seek the support of other stakeholders to bring best practice and show casing of experiences with Chitral TMA and community.
Period and effective date of MoU:
Period of the MoU is Six (6) Months and will be Effective from 15 August 2008. Sartaj Ahmad Kahn Tehsil Nazim Chitral and Syed Shah Nasir Khisro Executive Director IRSP signed the MoU.
