Top Maoist leader scolds army for defying government

Senior Maoist leader Mohan Baidya Kiran has accused the Nepal Army of disobeying the government order to stop recruiting new soldiers. He referred to the norms of the Comprehensive Peace Agreement signed on 22 November 2006. The peace accord says that neither the insurgents (now under UN monitoring) nor the government can recruit new fighters.
