Transparency is the key question for present Bangladesh CTG. The only reason people of Bangladesh will support this CTG is for their Transparency. But I have serious concern for National ID Card Project in Bangladesh & IT Vendor Selection.

Most recently, TigerIT was awarded a contract as the prime contractor for a new integrated Automated Fingerprint Identification System (AFIS) for the phase 1 of National ID project in Bangladesh.

The Bangladesh Army and the Elections Commission – jointly responsible for the deployment and management of the Voter Registration Project – selected Tiger IT to provide voter registration and identity management software applications. Tiger IT had already selected BIO-key as its biometric technology partner for multiple in-country projects after working together to deliver a successful Voter Registration pilot project where the Bangladesh Army evaluated solutions from multiple teams. The identity management system is a multi-modal biometric solution that also includes Cognitec’s FaceVACS(tm) facial software for adjudication purposes.
Two company named Tiger IT http://tigeritbd.com/ and Doha tech http://www.dohatec.com/home.htm have made the software which is used by election commission for NID project. According to Media Report when photo is taken through the web camera the software becomes slower, a huge time is wasted. It is a disadvantage of the software.
The AFIS will be used by the Bangladesh army to assist Bangladesh election commission to create an error-free voter roll for the 2008 national parliamentary election to be held in December, 2008. TigerIT software manages the secure registration, issuance and life cycle of identity credentials.

The software provided by these above companies was not tested before to work in a big project like National ID Card Project in Bangladesh. It was not known yet, How much the Total Software contract worth for this National identity cards project of Bangladesh.
Transparency for Hardware Selection:
Recent Report on http://www.thedailystar.net/story.php?nid=3981 shows that
Bangladesh government has cancelled the selection of an Indian company ready to sign a contract with the Election Commission (EC) to supply 8,000 laptops for voter listing. The three-member review panel, formed under a provision of the Public Procurement Regulations (PPR) 2003, also made a five-point recommendation to the EC in its report in order to ensure the quality of the laptops worth over Tk 45 crore, and to ensure on time delivery, sources in the EC Secretariat said.
The EC Secretariat on July 7 invited tenders for supplying 8,000 laptops, 8,000 webcams, 8,000 finger print scanners, 8,000 Bangla keyboards and 3-button mice, 550 desktop computers with UPS and monochrome laser printers, 3,000 portable electricity generators, 90 desktop computers with UPS, and 64 colour laser printers.
We hope this present CTG of Bangladesh will maintain Transparency.
