U.S. diplomatic facilities are at risk of being attacked at anytime, according to Senate report

“The Benghazi attacks demonstrate that U.S. facilities are at risk of being attacked at any time, without specific tactical warning. Therefore, security at all high risk overseas U.S. Government facilities must be improved and re-evaluated on an ongoing basis as threats change and emerge”, according to Senate Intelligence Committee report. According to “The Benghazi Report – a Review of the Terrorist Attacks on U.S. Facilities in Benghazi, Libya on September 11-12, 2012″, by the U.S. Senate Select Committee on Intelligence – U.S. diplomatic facilities are at “risk of being attacked anytime.”

Here is exactly what the report says:

“The Benghazi attacks demonstrate that U.S. facilities are at risk of being attacked at any time, without specific tactical warning. Therefore, security at all high risk overseas U.S. Government facilities must be improved and re-evaluated on an ongoing basis as threats change and emerge. 

The IC (Intelligence Community) is playing a key role in that review process by helping to evaluate the threats and strengthen the security of its own facilities. 

The State Department and the IC should share best practices whenever possible to improve security to high risk, high threat posts. 

As noted, additional security measures were implemented in a timely manner by the CIA (Central Intelligence Agency) at the Annex, yet not at the Temporary Mission facility. 

The Department of States has missed opportunities to draw lessons from past events that could improve security programs and enhance security for the entire foreign affairs community, according to the September 2013 “Special Review of the Accountability Review Board Process, by the State Departments Inspector General.”
