Last October 27, 2008, a village neighborhood association was organized by a group of civic spirited residents of Sikatuna Village in Quezon City Philippines. The group known as Kapisanan Ng Madasalin will meet this Saturday, December 6, 2008, to report on the accomplishment of the association since its organization almost three months ago.
In an interview this morning with Mr. Renato (Boy) Ampil, former Commissioner of the Bureau of Customs, who is the Acting Chairman of the association, he announced that the group has successfully put in place the basic infrastructures in their fight against criminality in their neighborhood. He reported a zero crime rate in the neighborhood after three private security guards were posted at strategic points of the street.
Prior to the posting of private guards, the association has installed guard posts for the exclusive use of the guards in implementing the rules and regulations that will be adapted by the association with regards to the entry of vehicles and pedestrians. Arnold Gonzales, Chief Security Officer of the association said that rules and regulations are being drafted to regulate the flow of traffic and pedestrian in the area. He called upon all members of the association to cooperate fully with the guards in the implementation of the rules and regulations.
The Chairman of the association, Atty. Narciso Tadeo who just arrived from a business trip abroad, told members of the association during its organizational meeting early this year, that “there is an urgent need for us to bond together and contribute our time and limited financial resources to fight the growing crime rate in our neighborhood”. He explained that local authorities and the police have failed miserably in preventing the occurrence of crime in our neighborhood. “It is now time for us to bond together to secure our community”, he added.
Before the setting up of the neighborhood association, crime in the area has been increasing with practically no intervention from the police. Residents have recorded an increasing number of crimes such as robbery or theft, carnaping, attempted rape, snatching, illegal drugs, etc. The local authorities were helpless in preventing criminality in the neighborhood, citing lack of personnel and vehicles and other equipment to be used in patrolling the area.
Members of the association have expressed gratitude to the officers of the association for their unselfish and painstaking efforts in setting up the infrastructures for a secured community, where every member can live in peace and harmony. Justice Emilio Gancayco together with Mr. Tomas Viray and Ador de Guzman have been instrumental in making the project possible, with the able assistance from Ammi Armas, Rosette de Leos, Chiqui Nuguid, Bheeng Lee and Juancho Alcantara, all officers of the association..
The village group looks forward to the coming year with enthusiasm and hope that the association’s goal of attaining a zero crime rate in their community will be attained without much assistance from the local government authorities.
