Srinagar, October 05 (Scoop News) – Government of India had sanctioned a package for providing an ex-gratia assistance @ Rs 5000 kanal subject to a maximum of Rs Rs 25000 per family in favour of each POK Displaced Family of 1947, which had not been provided the full scale of agriculture land as per Cabinet Order No. 478-C of 1954 dated 07-05-1954.
This was stated by the Minister for Revenue Raman Bhalla in reply to a question of S. T. S. Wazir in Legislative Council today. He said only 4988 Displaced Families applied for availing the benefit of said scheme within the prescribed dates, notification to which effect was issued in the year 1998.
The Minister said that the earlier scales have been enhanced to an amount of Rs 30,000 per kanal subject to a maximum of Rs 1.50 lakh per family.
However, as per the Government of India scheme, the enhanced relief is available only to the families which had already applied and were verified by a committee which, among others, also consisted of the representatives of the Central Government, the Minister added.
He said that the enhanced relief is being provided to all the verified families which have already applied in 1998, even if they have not taken the relief at pre-revised rates earlier. He said the Government of India has not agreed to give relief to those families which had not applied within the prescribed time limit. He said State Government would again approach to Centre for providing compensation to the left out families.
All eligible displaced families rehabilitated- Minister for Revenue, Raman Bhalla today informed the Legislative Council that during Operation Parakram in the year 2001-02, as many as 541 families of 13 villages across the Border fencing in Balakote block of Tehsil Mendhar, had to be evacuated because of the security reasons.
With a view to rehabilitating them and providing some relief for construction of houses as well as basic civic amenities, an amount of Rs 7 crores was released by Government of India. Accordingly, this amount was spent on account of providing one time financial assistance @ Rs 1 lakh to 514 families for construction of houses as also for providing basic amenities to them.
Replying to a question of Mohammad Rashid Qureshi in Legislative Council today, the Minister said that the remaining 27 families could not qualify for assistance in view of their not being covered under the definition of family.
He said as the situation improved all the families were permitted to go back to their respective villages and cultivate their agricultural lands.
Besides financial assistance basic civic amenities including road connectivity, electric supply, drinking water and health facilities were also provided to these families. He said 11 kg of rations and 10 ltrs of kerosene were provided to these families for 15 months
The Minister said 370 BPL families, out of these families, have been provided with the financial assistance @ Rs 15000 per family under IAY scheme. A modern village has also been proposed to be established across the fenced area under Border Area Development Programme, the Minister added.
Rs 80 lakh plan approved for Kargil Dev. Authority: Nasir
Government has approved a work plan of Rs 80 lakh for Kargil Development Authority for the current financial year.
This was informed by the Minister of State for Tourism, Nasir Aslam Wani in reply to a question of Aga Syed Razvi. He said that due to abnormal climatic conditions the Kargil Festival could not be held this year so far. He said that the Kargil Development Authority has come into existence in 2005-06 and Rs 5.72 crore has been expended under different scheme through the authority so far.
320 MW Grid Station coming up in Budgam: Shabir
Government is constructing a mega 3-tier 320 MW capacity Grid Station under Prime Minister’s Reconstruction Programme in Budgam for which over 113 kanals of land has already been acquired.
This was stated by the Minister of State for Power Shabir Ahmad Khan in reply to a question of Abdul Gani Vakil in Legislative Council today.
He said Rs 6 crore has been paid to 32 affected families in lieu of the land, adding that further 14 kanals are proposed to be acquired for the Grid Station by the Power Development Corporation. He said the Grid Station is expected to be completed in 2011 adding that an amount of Rs 56 crore stands incurred on it so far. He said that one more Grid Station of capacity of 50 MVA is coming out at Chadoora.
