This was stated by the Minister wile replying to a question by Javid Ahmad Rana in Legislative Council today. He said the quantum of reservation as provided under the J&K Reservation Act-2004 and rules made thereunder is being followed in letter and spirit while making appointments under direct recruitment quota and also in promotions.

Work on Lolipora Kund Footbridge to start soon: Sagar:-
Minister for Rural Development, Ali Mohammad Sagar on behalf of Chief Minister informed the House that the work on Lolipora Kund Footbridge would be taken soon at a revised estimated of Rs. 99 lakhs under RIDF XV.

Rs 1500 cr wage budget next fiscal: Sagar:-
Minister for Rural Development, Ali Mohammad Sagar informed the House that the next wage budget under MGNREGA would be Rs. 1500 crore after better implementation of this people-friendly scheme in the State.
The Minister was replying to a question by Mohammad Rashid Qureshi in Legislative Council today. He said that the daily remuneration fixed for labour and job card holders’ upto ending December 2010 was Rs. 110 per day and the rate has been enhanced to Rs. 121 per day with effect from January 1, 2011. The mode of payment to labours and job card holders is through invoices / payee’s account cheques.
Govt to revise hydro electric policy: Jora:-
Minister for Tourism, Nawang Rigzin Jora on the behalf of Chief Minister informed the House that State Hydro Electric Policy will be revised soon to tap hydro electric potential of the State.
The Minister was replying to a question by Amrit Malhotra in Legislative Council today. He said 10 projects were allotted to various IPPs on the basis of existing Hydel policy-2003, of which two micro hydel projects with capacity of 17.5 MW have been completed and commissioned and the work on other two is in progress. He said the remaining six projects were not taken yet.
Replying to the supplementaries raised by Ravinder Kumar Sharma and Ajay Sadhotra, the Minister said that possibility of hydro electric projects on Thanda Pani near Beripatan in Teshil Nowshera is at investigation stage and hydrological survey work is in progress. He said the pre-feasibility report of the project would be framed on completion of the survey work and it is expected to be ready within a period of six months.
Criteria for engagement of casual labourers to be framed soon: Sagar
Minister for Rural Development, Ali Mohammad Sagar informed the House that Government would soon frame criteria for engagement of 43000 casual labours / need basis in various developmental departments.
The Minister was replying to a question by Syed Asgar Ali in Legislative Council today. He said the practice of engagement of daily wagers / daily rated workers have been banned by the Government since January 1994. However, in developmental departments seasonal / causal labours can be engaged on need basis, he added. He further told the House that no gang coolie/ labour mate have been engaged in R&B and PMGSY in Kishtwar and Marwah during last three years.
Rs 14.7 cr being spent to develop tourism infrastructure in Rajouri: Jora:-
Minister for Tourism, Nawang Rigzin Jora informed the House that Rs. 14.7 crore are being spent to develop tourism facilities in Rajouri district under Central Financial Assistance, of which Rs. 1.22 crore have been spent so far.
The Minister was replying to a question by Ravinder Kumar Sharma in Legislative Council today. He said under Rural Tourism Scheme for tourist village Mangla Mata Rs. 46. 96 lakhs are being spent under Hardware Component and Rs. 19 lakhs under Software Component. He said under Jammu-Rajouri-Poonch circuit the Yatri Niwas at a cost of Rs. 63.81 lakhs has been constructed at Mangla Devi Rajouri.
Regarding Shiv Khouri, the Minister said that the holy place of Shiv Khouri has already been connected by road with Nowshera-Sunderbani via Bhambla and Thryath and the shrine is also connected by road with Reasi district via Pouni.
The supplementaries have been raised by T. S. Wazir, Mohammad Rashid Qureshi and Ajay Sadhotra.
By Pass road under construction at Sonamarg: Jora
Minister for Tourism, Nawang Rigzin Jora informed the House that By Pass road is being constructed by Beacon at Sonamarg for vehicular movement of Ladakh region.
The Minister was replying to a question by Aga Syed Ahmed Rizvi in Legislative Council today. He said after the completion of By Pass road no entering charges are on Leh and Kargil going vehicles.
Hailstorm affected farmers will be provided relief: Bhalla
Minister for Revenue, Relief and Rehabilitation, Raman Bhalla informed the House that under National Calamity Relief Fund, the affected farmers of 161 villages of tehsil Bishnah and R. S. Pura whose crop was damaged due to hailstorm during intervening night of October 21 and 22 last year would be provided relief.
The Minister was replying to a question by S. Trilochan Singh in Legislative Council today. He said till date no compensation has been paid to the affected as the matter is under examination in the department for admissibility of relief in terms of State Disaster Response Fund Norms.
Rs 24.37 lakh disbursed to farmers of Wachi as relief: Bhalla
Minister for Revenue, Relief and Rehabilitation, Raman Bhalla informed the House that an amount of Rs. 24.37 lakhs has been disbursed, as relief, among the farmers of Wachi constituency who suffered losses to their crops due to the incidence of hailstorm during the year 2009-10.

Rs 21.73 cr being spent in Poonch under RGGY: Jora
Minister for Tourism, Nawang Rigzin Jora on behalf of Chief Minister informed the House that Rs. 21.37 crore are being spent in Poonch district under RGGY to electrify 251 un-electrified villages / hamlets of the district.
The Minister was replying to a question by Javid Ahmad Rana in Legislative Council today. He said the contract has been awarded to M/S Pir Panchal in 2010 by State Power Development Corporation and the survey work has been completed and the work is under progress.
The Minister said during current financial year an amount of Rs. 49 lakh has been allotted under BADP, of which Rs. 20 lakh have been earmarked for installation of the already procured transformers under BADP while 6 transformers have been installed under BADP. He said the location of remaining three transformers is yet to be decided by DDC Poonch. Similarly Rs 43. 80 lakhs have been allotted under tribal sub-plan for installation of 30 transformers procured under the scheme earlier. The locations details are yet to be finalized by the district authorities, he added.
92 civilians died due to unrest: Sagar
Minister for Rural Development, Ali Mohammad Sagar informed the House that due to unrest in the state May 2010 to 25 February 2011, 92 civilians who were part of the violent mobs/ protests got injured during the engagements between protestors and the deployment on ground and succumbed to their injuries.
He said in addition to action by security forces, 12 persons also died during law and order disturbance due to various reasons including stone pelting, stampede, blast, drowning etc.
The Minister was replying to a question by Mohammad Rashid Qureshi in Legislative Council today. He said the State Government has sanctioned a relief package of Rs. one lakh and appointment of eligible family member of the deceased civilians in a government service against lowest non-gazetted post or payment of cash compensation of Rs. 5 lakh including Rs. one lakh for ex-gratia relief in lieu of Government job as one time exception, in favour of the NoKs of such of the civilians who have lost their lives since June 11, 2010.
He said besides the State Government’s relief package, Central Government has also sanctioned ex-gratia relief to the families of deceased persons @ Rs. 5 lakh per person killed in civil disturbance since June 11, 2010.
He said an ex-gratia relief to the tune of Rs. 5.10 crores has been sanctioned in favour of NoKs, 102 persons @ Rs. 5 lakh in each case as per the Government Order No. Home-1234 of 2010 dated October 2, 2010.
