JK Minister calls for recovery drive against tax defaulters

Jammu, November 19 (Scoop News) –In a significant  achievement, the Commercial Taxes department (CTD) has realized a revenue of over Rs. 2888.61 crores during the first seven months (ending October 2012) of the current fiscal  against Rs. 2280 crores  collected during the corresponding period of last financial year, marking  an increase of 26.66 %. The department has an ambitious target to earn a revenue of about Rs. 4123 crores during the current financial year, which is an all time high revenue growth.

            This was stated at a six hour marathon quarterly review meeting of the Jammu Division of Commercial Taxes department, held at Excise and Taxation Complex, Jammu today under the Chairmanship of the Minister for Finance and Ladakh Affairs,  Abdul Rahim Rather.

            In a power point presentation made by  P.I.Khateeb, Additional Commissioner Commercial Taxes (Administration) Jammu, it was informed that the Jammu Division of Commercial Taxes department, has achieved 69.48 percent of targeted revenue in the first seven month of the current fiscal by realizing  a revenue of over Rs. 2021.19 crores during the same period against a target of Rs. 2909.15 crores for the current financial year . It was stated that the department has realized an amount of Rs. 1614.64 crores on account of sales tax (VAT, GST, CST, Entry Tax) upto ending October  against a target Rs. 2230.89 crores  for the current financial year marking 72.37 percentage achievement against 60.82 percent registered during the corresponding period of last fiscal. Similarly, against a target of Rs. 670 crores  revenue on account of Motor Spirit Tax (MST) during the current fiscal about Rs. 400 crores stands realized upto October this year. Revenue realization on account of  Passenger Tax has been to the tune of Rs. 6.65 crores upto ending October 2012, against a target of Rs. 8.26 crores, marking an achievement of about 80.50 percent against 79.78 percent  during the corresponding period of last fiscal. It was informed that 1767 more dealers were registered upto ending October this year.

            Speaking on the occasion  Rather said that Commercial Taxes Department enjoys the premier  position as the highest tax earning department of the state adding that the state’s economic stability largely depends on the performance of the department. He asked the officers and field agencies to work with dedication and total commitment as it is their paramount duty to increase the revenue by dint of their proficiency and efficiency. He urged for plugging tax pilferages effectively and enjoined for  a vigorous and sustained tax recovery drive against the willful tax defaulters. He also called for an effective monitoring mechanism to get hold of tax evaders and enjoined upon the concerned authorities to vigorously persue the stay cases pending in the courts.

             Rather also called upon the officers of the Commercial Taxes Department to set high standards in public relations while dealing with the Traders and Tax payers adding that no genuine tax payer should feel harassed un-necessarily which, he said, will not be tolerated.

            The Minister laid emphasis on recovering the arrears with full might of law. He also reviewed the progress of the two committees, constituted for vigorous and effective recovery of arrears. He impressed upon the officers that their ‘performance’ shall be judged by two important indicators which include their attitude and behavior with tax payers, which in all circumstances  should be human and dignified  adding that every dealer/ tax payers has to be treated with dignity and honour. Their effective contribution with regard to recovery of arrears shall be another bench mark for their performance. He told the officers that he shall again review the progress of the department in coming days with two Dy. Commissioner Commercial Taxes (Recovery) and Commercial taxes Officers
